Description
Subject: Market Research for the High Capacity Communications Capability (HC3) System Development and Demonstration (SDD) Introduction: The Project Manager, Warfighter Information Network-Tactical (PM, WIN-T), is conducting Market Research to identify sources to develop a high capacity (Above 2GHz), multi-band, multi-mode terminal using current and future satellites. Scope: PM, WIN-T is employing an evolutionary approach in the acquisition of the HC3 capabilities. This approach will develop two increments of capabilities as described in the HC3 Capability Development Document (CDD). Increment 1 is a Communication at the Halt (CATH) capability that will replace existing Satellite Communications (SATCOM) terminals such as the AN/TSC-85, 93, and the Phoenix terminal. These HC3 tactical ground terminals will effectively interface with Advanced Extremely High Frequency ( AEHF), Wideband Global SATCOM (WGS), commercial satellites, and any remaining Defense Satellite Communications Systems (DSCS) satellites. These terminals will be multi-band (C, X, Ku, Ka, Q), modular, high capacity, and IP-based. Increment 1 of the HC3 w ill also provide Low Probability of Detection (LPD), Low Probability of Intercept (LPI), and Anti-Jam (AJ) capabilities using the XDR waveform and the AEHF satellite Description: The HC3 provides high capacity, multi-band, multi-mode connectivity using current and future satellites. HC3 will support wideband and protected ground tactical communications in a Communications At-The-Halt (CATH) configuration, using Defen se Satellite Communications System (DSCS, X-Band), Wideband Global SATCOM (WGS, X and Ka-Band), Advanced Extremely High Frequency (AEHF, Q-Band), as well as numerous commercial satellites (C, X, and Ku-Band). Subsequently, HC3 will upgrade its CATH termin al and WIN-T Transmission Subsystems with Transformational Satellites (TSATs) higher capacity and protected communications capabilities. HC3 is a mission critical capability that will bridge the battlefield digital divide by providing unprecedented Wa rfighter access and full reachback capability as a part of the Global Information Grid (GIG) and evolving FORCEnet, LandWarNet and C2 Constellation architectures.
