Description
This solicitation was previously postponed indefinitely. All issues have been resolved. This solicitation is Unrestricted. Estimated cost of construction is $5,000,000 to $10,000,000. The NAICS Code 237990 is assigned with a Size Standard of $28. 5M. Construction completion is 365 days. Work consists of construction of a new Niche boundary wall, with approximately 6,567 pre-cast niches set in a reinforced concrete structure. Structure is clad in limestone with marble niche covers and stone venee r. Walks consist of flagstone and pre-cast concrete pavers. Site work consists of major earthwork, storm drainage, water, electrical service, minor landscape and turf replacement. The site visit/pre-proposal conference will be held at Arlington National Cemetery on 15 August 2007 at approximately 10:00AM contact Rajiv Singh at 202-369-1805 for exact location and time. No other site visits will be scheduled. This procurement will be evaluated based on Best Value for award of the project. The evaluation criteria will be set forth in the solicitation package. Large Business firms are required to submit a subcontracting plan at the time for receipt of their proposals. The subcontracting goals are 51.2% for Small Business 8.8% for Small Disadvantaged Busi ness, 7.3% for Women Owned Business, 3.1% for HubZone Business, 1.5% for Veteran-Owned Business and 1.5% for Service Disabled Veteran-Owned Business. Small Disadvantaged Businesses must contact their cognizant Small Business Administration Office to obta in Small Disadvantaged Business Certification. Without an SBA SDB Certification, neither a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. This solicitation will be provided in an electronic format, free of change, to all authenticated account holders of Federal Technical Data Solution System (FedTeDS)  a one-time registration process for vendors/contractorsAccounts may only be attained by CCR-registration process for vendors/contractors, go to www.fedteds.gov for additional information. Plans and specification will not be available in paper format. Use of the FedTeDS website requires prior registration at www.fedteds.gov.
