Description
This is a SOURCES SOUGHT notice for Beneficial Use of Dredged Material (Unrestricted). This sources sought synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. This is not a sol icitation announcement; this is a sources sought request. The U. S. Army Corps of Engineers (COE), Wilmington District, is updating the Dredged Material Management Plan (DMMP) for the federally authorized Wilmington Harbor navigation project. The purpose o f the DMMP is to determine appropriate methods of disposing of material from required maintenance dredging for a twenty year period beginning in 2011. To assist in preparation of the DMMP, this notice is being sent to determine if there is Contractor inter est in the beneficial use of the dredged material disposed of in the Eagle Island Confined Disposal Facility (EICDF). Approximately 1.5 million cubic yards is disposed of annually in the EICDF. The EICDF is 774 acres divided into three diked cells. It is l ocated on the peninsula between the Brunswick and Cape Fear Rivers south of Highway 17. It is across the Cape Fear River from the NC State Ports south of downtown Wilmington, NC. The material in the EICDF is generated by dredging the authorized channels in the Cape Fear River from Lower Brunswick to the confluence with the Northeast Cape Fear River and the Northeast Cape Fear River up to 750 feet above the Hilton Railroad Bridge. T he dredged material disposed in EICDF is best described as unclassified material which may consist of dredged rock fragments (3 to 12) and soils ranging from coarse sand to silt and clay. The fine material (silts and clays) consists of minimal organic co ntent when dredged and retains a high content of water within the soil structure. Typically within a year of disposal the surface waters will be drained and a 6-8 inch layer of mostly dry material will form with the underlying soils remaining in a highly s aturated state. It is this fine material that is the majority of material available for removal. Material removal could be done only at times and locations specified by the Government. Material could not be excavated from any portion of the existing earth dikes, berms, or cross-dikes, nor from within a 50 foot minimum distance from the toe of any existing dike or berm. Upon completion of material removal the contractor would be required to insure positive site drainage to the existing spillway structures. T here shall be controlled ingress/egress routes in each cell of the EICDF to minimize impacts to the dike structures. It is expected the sediments would be provided at nominal or no charge and; once removed, would become the property of the Contractor. The Government intends to use most of the coarse material in cell 1 and some of the dried fine material in cells 1 and/or 2 for planned dike construction. Some of the material within has been chemically tested. Test results can be made available by calling Ms. Jenny Owens at 910-251-4757. Due diligence should be used to ensure that the material characteristics are appropriate for the intended use of the material. A large part of the Eagle Island disposal area is covered with Phragmites and other weeds. Tran sportation of viable Phragmites rhizomes or plant segments to other areas where it can grow and become invasive is not acceptable. Weed control, removal, and disposal and consideration of the potential for weed contamination in the material removed will be required. Contractor site visits may be arranged by calling Ms. Jenny Owens. Recognizing the above, the COE is requesting a letter reply from contractors interested in the dredged material that exists in the EICDF beginning no earlier than 2011. Responses should include the following information: the company name, address, phone nu mber, history and experience. The COE is also interested in Contractor ideas on methods for economically removing the material and the follow on benefi cial uses of the material. Responses to this market research will be used by the Government to make appropriate acquisition decisions. This notice is to determine contractor interest and is not a request for formal technical plans or cost proposals for any such plans. Responses to this sources sought shall be mailed to the U.S. Army Corps of Engineers, Wilmington Contracting Office, 69 Da rlington Avenue (PO Box 1890) Wilmington, NC 28403, to the Attention of Ms. Jenifer Bordelon.
