Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912HQ-07-T-0006, which is a request for quotation (RFQ). The solicitation incorporates provisions and clauses that are in effect through Federal Acuisition Circ ular(FAC)05-18. The standard business sizze associated with NAICS Code 334513 is 500. The period of performance is 6 months (120 days) from date of award. The following FAR provisions apply FAR 52.212-1, 52.212-4, 52-212-5, 52.222-26, 52.232-33, 52.245-1 A lt I, 52.245-9, 52.247-45, 52.253-1 and 252.243-7001. Wage Determination WD 05-2103(Rev. -4)dated 07/05/2007 is also incorporated. The following Scope of Work is to perform a cutaway and display of one (1) Caterpillar 3456 diesel engine and rolling engine stand. SCOPE OF WORK 6-cyl Diesel Engine Training Cutaway - Disassembly of supplied engine and all provided components - Cutaway sections taken from specific areas to show sections of as many important areas as possible, including drive train, piston/cylinder walls, valve train, intake and exhaust passages, turbo internals (if provided), and various sections from additiona l external components. - Paint engine Caterpillar yellow exterior finish, light blue cut face paint, with white interior and color coded passageways - Internals and fasteners to be electroless nickel plated for protection as necessary - Engine crankshaft and other moving parts should be machined and prepared for slow rotation/movement by cranking - Reassembly of engine and components - Mount to Rolling Engine Stand following criteria apply to Rolling Engine Stand: - Design and construct custom Rolling Engine Stand similar to attachment pictured - Designed to mount to this 3456 Caterpillar engine cutaway, using the engines standard mounting locations - Channels to be welded to the underside of the stand for fork lift movement - 4 Locking casters for mobility and safety - Stand to be painted black - Picture attached to this Scope is an engine and stand per these specifications Government Furnished Property: One (1) used Caterpillar 3456 assembled engine will be supplied to vendor by owner after contract is initiated. Delivery: Completed engine and stand will be shipped to Prime Power School, 9580 Theote Rd., Fort Belvoir, Virginia 22060 within 120 days of receipt of engine by cutaway vendor. Service Contract Requirements Contract Manpower Reporting Clause The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer s Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering dat a; (5) Estimated direct labor hours (including subcontractors); (6) Estimated direct labor dollars paid this reporting period (including subcontractors); (7) Total payments (including subcontractors); (8) Predominant Federal Service Code (FSC) reflecting s ervices provided by contractor (and separate predominant FSC for each subcontractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Ar my Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information; (11) Locations where contractor and subcontractors perform the work (specified by zip code in the Un ited States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and subcontractor employees deployed in t heater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website . Attachment A (Contract Manpower Reporting Worsheet.doc) will be provided to each contractor as part of the applicable solicitation or contract and is considered part of this clause.
