Description
The Bureau of Land Management, National Interagency Fire Center, has a requirement for the relocation of 1,000 gallon liquid propane tank & systems to include construction of the reinforced concrete pad, electrical configuration , and pump installation , asphalt replacement work, removal of existing chain link fence line and installation of metal industrial taxi-way "Blast Fence" with adjacent airport tarmac, with man-gate and 12 ft sliding gate . Contractor shall furnish all labor, equipment, supervision, supplies and materials, to include the removal and disposal of waste products, scrap, and excess materials. Work shall be at the Bureau of Land Management, National Interagency Fire Center(NIFC), at Boise, Idaho. This solicitation will be issued as Full and Open Competition, under NAICS code, 238990. Davis-Bacon Wage determination at time of award, shall be enforced for this contract. FAR28.102-01(2)(b)(1) requires payment protection bonding requirement for any Construction contract exceeding $30,000.00. This requirement shall be enforced and payment protection bonding shall be in one of the two following forms: Treasury Approved Surety Bond for 100% on the contract amount,: OR, Alternative Payment Protection in the form of an irrevocable letter of credit (ILC). An annual Performance Bond may be used in lieu of separate bonding.100% Payment Protection Bonding shall be required prior to the Notice to Proceed. The solicitation package will be made available electronically on August 1, 2007 from the Electronic Commerce site: "http://ideas.nbc.gov". Contractors must be registered and active at the Central Contractor Registration website at: www.ccr.gov to participate, receive notifications of amendment, award notification, and to facilitate payment. Payment by Electronic Funds Transfer (EFT) is mandatory for this contract action. The anticipated solicitation closing is August 23,2007. This contract award may be made by September 4, 2007 and the contract period of performance shall be completed no later than November 15, 2007 . There will be an on-site inspection scheduled for August 8th and August 9th. These inspection dates will be the only dates available to inspect the work site and a reasonable amount of time will be set by the agency for this inspection. This information will be announced in the formal solicitation. All contractors wishing to participate in this contract action, must view the site, at one of these times only. This acquisition and construction costs are estimated by the Government, to be between $30,000 and $100,000. NIFC is a secure federal facility and all access is restricted through security checkpoints and gate. BLM Contracting Officer/C.O.R. must request contractor entry authorization by name/company and a Picture/Photo Identification are required to obtain vehicle and visitor pass access for entry onto this Federal installation.
