Description
The Naval Air Systems Command is holding a pre-proposal conference for the Joint Precision Approach and Landing System (JPALS) Increment 1 Sea-based procurement. The final Request for Proposals (RFP) for this effort was released on 23 July 2007. The RFP can be found at NAVAIR web site http://www.navair.navy.mil/doing_business/open_solicitations/ and the JPALS website http://pma213.navair.navy.mil/systems/jpals.htm. The JPALS pre-proposal conference is scheduled for Thursday, 2 August 2007 at the J.T. Daugherty Center, 22111 Three Notch Road, Lexington Park, MD 20653. The conference room opens at 0800 for final registration and the conference will begin at 0830. The conference will include briefs on the JPALS program, the Technology Readiness Assessment (TRA) process and various parts of the RFP. To assist industry in determining what changes were made to the final RFP dated 23 July 2007 from the last version of the draft RFP released on 13 July 2007, the following list of changes are highlighted: RFP cover page - proposal due date and time was added: 12 September 2007 at 1400. Section K - NAVAIR clause "Written release for use of non-Government personnel in evaluations of proposals": added the names of the companies that will participate in the evaluations of proposals. Attachment #8 Award Fee Plan - paragraph 6 - Reserved Award Fee was slightly modified. Section L Paragraph 4.3.4 be aware that platform integration was added to tabs 1 and 2. Paragraph 4.3.5 Platform integration was added to tab 1. Cost Attachments Updated Program WBS dictionary. Updated Program CSDR Plan attachment. There is no more Aircraft Testbed WBS element and its just a reference document. Updated Contract CSDR Plan. Notice the element JPALS Aircraft SDD System which is used instead of the JPALS Aircraft Testbed which was used in the earlier versions. Contractors will need to make changes to this Contract WBS to reflect their proposal. Pre-registration is required. Attendees must e-mail their intent to attend the conference to Kathy Mizak at Mary.Mizak@navy.mil no later than COB Monday, 30 July 2007. Each pre-registration e-mail must include the name(s) of each attendee, company they represent, their position in the company, company address, each attendee?s e-mail address and phone number. Industry attendance is limited to no more than three people per company or nine people per bidding team. Government attendance is limited to no more than three people per program. Any questions related to registration can be addressed to Kathy Mizak at 301-757-7664. Industry should also submit any questions related to the RFP in writing to John.Tomechko@navy.mil with a copy to Lynda Frattone at Lynda.Frattone@navy.mil by COB Friday, 27 July 2007. The Government will attempt to answer these questions during the conference but may not cover all of them due to time constraints. Attendees will also have the opportunity to draft questions during the conference based on the Government briefs and place them in a drop off box provided by the Government. The Government will attempt to answer these questions during the afternoon session if time permits. All industry questions and their respective responses will be posted to the JPALS web site after the pre-proposal conference. All questions must be submitted in writing. Registration at the pre-proposal conference will start at 0800. The tentative pre-proposal conference agenda will be as follows: 0830-1115 Administrative/opening remarks, program overview, source selection information, and TRA process. 1115-1230 Lunch. 1230-1600 Section L review, Award/Incentive fee review, Government responses to questions provided by industry. Refreshments will be provided during the morning session. Electronic versions of the Government briefs during the conference will be uploaded to the JPALS web site. Information provided during the pre-proposal conference will be unclassified.
