- This is a notice of intent. The Fleet Industrial Supply Center, San Diego intends to award a sole source cost plus fixed-fee contract to Boeing SVS, Inc. The proposed contract is for services in research and development project for ?Inertially Stabilized Platform for HEL Testbed.? The scope of this effort is to include: Integration, Testing, Delivery and Setup of research testbed, the Directed Energy Laser Beam Control Testbed. The tesbed will consist of inertially stabilized two axis high performance gimbals, alignment reference beam, image tracker and outgoing directed energy laser simulator beam. The testbed will perform imaging and tracking of the target and jitter stabilization of an image in the presence of jitter in the beam and sending the directed energy simulator laser beam to the target. The system will come with baseline controller programmed in Simulink and the system will be made operational and performance validated on-site at NPS in order to co mplete the contract. The contract is to be completed within four (4) months. FOB Destination with Inspection/Acceptance at Destination. The applicable NAICS Code for this requirement is 334511 and a size standard of 750 employees. This requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c)(1) with Boeing SVS, Inc. as implemented by FAR 6.302-1. See Note 22. Boeing SVS, Inc. has extensive experience in this field and is the only one uniquely qualified to develop the testbed?s detailed specifications and integrate the various basic hardware and software components to ensure the system specifications are satisfied. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received no later than August 8, 2007 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether t o conduct a competitive procurement. The offeror must have a current registration in the DoD Central Contractor Registration database (http://www.ccr.gov ).
