Description
The Fleet Readiness Center East, Marine Corps Air Station, Cherry Point, NC has a requirement for a Hydraulic Dynamometer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-07-T-L090 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17 and Defense Acquisition Circular 98-90. This acquisition is under the North American Industry Classification System code 333298, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, brand name or equal, for the following: 1 each, Hydraulic Dynamometer Model 101-080-015, Strain Gage Load cell required.The Hydraulic Dynamometer is manufactured by Kahn Industries cage code 33980. The portable dynamometer is intended for post-overhaul load testing of Hamilton Sundstrand T62T-series and other auxiliary power units. The dynamometer shall be the hydraulic type and shall be equipped with perforated disc power elements. It shall have a lightweight, cantilevered, flange trunnion mounted design configuration and shall be capable of operating in the horizontal and vertical attitude positions. It shall absorb full power in both directions directions of rotation. Overall dimensions of the dynamometer shall not exceed 11.5 inches long, 16.3 inches wide and 11 inches high. Dry dynamometer weight shall not exceed 75 lbs. The dynamometer mounting shall be in accordance with AND Standard 10262. The dynamometer shall meet the following minimum performance requirements: Maximum Continuous Power 300 hp Maximum Continuous rotational speed 12,000 rpm Maximum Continuous Torque 140 ft. lb the dynamometer shaft shall be supported by two spring-preloaded ABEC 7 precision ball bearings. The shaft bearings shall be grease-packed. To assure smooth operation at low vibration levels, the lateral critical speed of the rotor assembly (including the effects of bearing stiffness) shall e at least 25% above the maximum operating speed. The rotor assembly shall be dynamically balanced in accordance the ANSI Standard S2.19-1975, Grade 2.5. The dynamometer shaft shall be manufactured from corrosion-resistant, heat treated AISI Type 410 or 17-4 PH stainless steel. The dynamometer shaft end shall be splined in accordance with ANSI standard B92.1-1970. After all machining, it shall be subject to a magnetic particle inspection in accordance with ASTM E1444. To assure positive sealing between the rotor chamber and the bearings under all operating conditions including zero speed, the dynamometer shall be equipped with carbon face type mechanical seals. It shall be capable of starting under load and of performing a full emergency shutdown under load down to zero speed. To prevent overheating and cracking, the carbon face seal shall be continuously water-cooled. To assure long service life under severe operating conditions, the power elements (rotors and stator plates) of the dynamometer shall be manufactured from cavitations-and corrosion-resistant, heat-treated AISI 410 or 17-4 PH stainless steel. After all machining it shall be subjected to a magnetic partial inspection per ASTME1444. For ease of overhaul, the dynamometer shall have a modular design configuration. Replacement of the carbon seals shall be accomplished, without requiring removal of the shaft bearings, in less than one hour. No heat shrink fits shall be used on the rotor assembly. A starter mounting pad shall be provided on the outboard side of the dynamometer per AND20001 X1 B. Quotes must contain unit price, extended price, delivery date, terms of payment, company name, address, name of individual quoting, phone and fax numbers. If quoting on a different brand you must provide literature to show specifications of the brand you are quoting. The delivery requirements are FOB origin and are to be delivered to Fleet Readiness Center East, Marine Corps Air Station, Cherry Point, NC 28533. Delivery is required within twenty two (22) weeks of award or sooner. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (SEPT 2006). The following addition/changes are made to FAR Clause 52.212-4, which is incorporated by reference: The following clause(s) is/are hereby incorporated by reference: FAR 52.211-15 Defense Priority and Allocation Requirement (SEPT 1990). DFARS 252.211-7003 Item Identification and Valuation (JUN 2005). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAR 2007), to include the following clauses listed at paragraph 52.212-5 (b): (5) (15) (16) (17) (18) (19) (20) (21) (27) and (32). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (APR 2007), applies with the following clauses applicable for paragraph (b); (12) (i) and (12) (ii) (17) (20)(i). Award shall be made to the lowest priced responsible offeror(s), whose offer conforms to the solicitation, and who demonstrates acceptable past performance.
