- This is a sources sought notice and not a request for quotations. The purpose of this announcement is to determine the number of potential qualified Service Disabled Veteran Owned Small Businesses, HubZone Businesses, or other Small Businesses who can furnish the service listed below. Please provide the following information: (1)Your business size status, (2) DUNS number, and (3) A capabilities statement indicating your ability to fulfill the needs of the requirement below: The assistance of a Contractor is needed to research and report on the range of different methods used by States to implement and enforce accessibility requirements in state building codes or other accessibility codes. The focus of this project is: states that have adopted innovative models of accessibility compliance that are proactive rather than punitive. Unique models may include: specially designated staff or contractor programs to conduct plans review and on-site inspections; focused training in accessibility; professional credentialing for accessibility specialists or building officials; a uniquely qualified body to resolve questions of interpretation or other accessibility-related enforcement matters; or other approaches. The project should provide a detailed review of each model. Tasks The Contractor shall survey State approaches to accessibility code implementation and enforcement nationwide and report the findings, highlighting particular approaches of interest for their effectiveness and/or innovation. In collaboration with government agency staff, the Contractor shall then select at least five (5) states for which more detailed information will be developed describing their implementation programs, enforcement model, personnel qualifications, training methodologies, and other features. The Contractor shall submit a draft of the findings to the government agency for review and approval prior to final documentation. The final report will signal project completion. All materials developed are in the public domain. Contractors may not copyright or otherwise seek ownership or exclusive use of contract products and deliverables. Draft and final documentation shall be in accessible formats. The Contractor shall provide all required documents as electronic files in standard print in MS Word 2002. Provide all drawings, figures, charts, photographs, and graphics separately as non-imbedded files in GIF or JPEG format. Supply all drawings, figures, charts, photographs, and graphics with text descriptions in MS Word 2002 as separate non-imbedded files (see http://www.access-board.gov/research&training/pedsignals/pedestrian.htm for examples of descriptions). Use tables (not tab spacing or text boxes) for information or data presented in tabular or columnar form. Provide a straight text alternative as a non-imbedded file for tables other than those having simple rows and columns (for example, those with split columns or rows). Period of Performance The period of performance shall be one year from the day of contract award. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. Therefore, we recommend that you monitor the FedBizOpps site for all information relevant to desired acquisitions.
