Description
PURPOSE: The Air Force seeks to identify responsible potential sources and obtain information in regards to privatization of utility systems in accordance with 10 USC 2688, "Utility Systems: Conveyance Authority". The Air Force is seeking interest and information specifically for the potential privatization of the wastewater utility system at Creech AFB, NV. Creech AFB is located 45 miles northwest of Las Vegas, NV. The wastewater collected at Creech AFB will be discharged to Clark County sewer system for treatment at its wastewater treatment facility. The system includes 21,798 LF of sanitary sewer mains on the base, 4 sewage pumping stations and a small amount of force main piping. The description provided is only to give an approximation of the size, scope and general description of the utility system being considered for privatization. The system parameters are approximations and subject to change. Any numbers should only be used for estimating purposes. OBJECTIVE: Should privatization result in the ownership of the Creech AFB wastewater collection system, operation and maintenance and obligation to continue to provide utility service for an indefinite and ongoing period will transfer to the successful offeror. All responsibility for providing 24/7 response and maintaining reliable utility service, including such items as, compliance with applicable laws and regulations, maintenance costs, major system renovations, construction, equipment, manpower and overhead costs will become the utility service provider's responsibility. It is intended that the privatization will ultimately reduce the Air Force's life-cycle costs for operating and maintaining utility systems and services. REQUESTED RESPONSE: Qualified parties interested in acquiring the Creech AFB wastewater collection system should provide a statement of interest which includes: the Company name, address, email address and phone number for your point of contact. Also include a description (no more than two pages) of the firm?s capabilities, qualifications, experience and resources available for this utility system. Please respond electronically at lindal.collins@gsa.gov or by hard copy to Linda Collins, Director, Natural Gas Acquisition Program, GSA Energy Center of Expertise, 301 7th Street, SW, Washington, DC 20407-001, no later than 10 August 2007. When determining interest in acquiring the utility system at an Air Force Base, the Air Force Request for Proposal (RFP) template documents must be considered. The government intends to issue Requests for Proposal documents similar to those posted at the following web site: http://www.afcesa.af.mil/cei/ceiu/ceiu_templates.asp. This request for interested parties is for gathering information and is a required component of a systematic process to evaluate the interested qualified parties under the Air Force Utilities Privatization Program. To minimize costs to both potentially interested parties and the government, this notice is being issued to determine the interest and feasibility of proceeding with a formal RFP. This Request for Interest is not a guarantee on the part of the government that a formal solicitation will be issued
