GENERAL SERVICES ADMINISTRATION HEATING OPERATION & TRANSMISSION DISTRICT CENTRAL HEATING PLANT I. PROJECT IDENTIFICATION 1) PROJECT TITLE: GENERAL BOILER REPAIR: EMERGENCY RESPONSE This amendment will extend the Bid due date from July 27, 2007 to August 3, 2007 at 1:00 P.M. All bids should be delivered to (HOTD) 13th & C streets, S.W. Washington D.C. 20407 to the Attention of James M. Johnson Jr. Any bids received after this time shall be considered non-responsive. Questions from contractors. 1) Q. How many of the Boiler tubes are to be purchased in each size. Shipping of tubes varies on the amount of the boiler tubes and weight? Will the Boiler tubes will be sent to the CHP / storage. A. This is up to the contractor, as Section VI. On page 7 states GSA will not purchase the materials until there is a need for them, therefore until such time arises any tubes and or materials will be considered the property of the contractor. However, this does not relieve the contractor from meeting the time lines for repairs. The tubes and or materials can be stored at the CHP; however CHP assumes no liability for the material stored within or at the facility. 2) Q. How long is the U-bends and Straight tube repairs required? Tube Length will be a factor in Labor / Material Costs. A. The U-Bends have approximately a 12 inch radius and extend out about 12 inches. The straight tube is 40 ft as stated in the SOW. 3) Q. Baffle plates show 1.5" they are fabricated with 1/4" plate. Clarify? A. The baffle plates should be ? inch and price for 32 sq.ft. 4) Q. Erection / Installation of Scaffold for the Inside of the boiler only. Or is it required to have scaffold outside. Patton or Pole Scaffold? A. Work can be accomplished outside by working off buckstays / catwalks and related supports. Give pricing for both inside and outside of the boiler. The type of scaffolding is the choice of the contractor. 5) Q. Testing of the Boilers has to have inspections and Hydro-tests of the Boiler after work is completed What is the time frame on filling and testing all of the Boilers? A. Filling the boiler shall be the responsibility of CHP personnel after the contractor informs CHP contact the work is completed. The inspection shall be the responsibility of the contractor and making any correcting any problems found during the inspection phase. 6) Q. Labor rates show only 1- box but there is different costs in ST / 1.5 / Holiday Rates Clarify? A. Please add columns for the different rates and carry down with a separate total for each rate. 7) Q. Boiler tubes that require studing / pins during repairs where is that cost to be placed. Clarify? A. This will be considered as part of the repair and included in the repair price. 8) Q. Will all of the Materials will be shipped to the CHP at one time and staged or will the materials will be sent as needed. Costs will fluctuate with periodic deliveries Clarify? A. This will also be up to the contractor, because CHP is not purchasing the materials until they are actually used by CHP. 9) Q. In Section V. item 1A. What is this for and how to price? A. This is for the foreman to come in and inspect and make recommendations on the repairs needed. Give two prices one for off hours and one for normal working hours. 10) Q. How to price scaffolding is this for inside or outside of the boiler? A. Give a price for each. 11) Q. On boilers 3&4 Dutchman repairs it states 50 feet, but Dutchman repairs are about 2 feet in length and can vary in difficulty how should we price? A. Break it down into 25 repairs that are two feet long and give two prices one for an easy repair and one for the most difficult. 12) Q. The baffle plate thickness states 1.5? is that correct and how to price? A. The baffle plate should be ?? thick and give a price for 32 square feet or one sheet of steel 4X8.
