- Notice is hereby given to the public of the U.S. General Service Administration's (GSA's) intent to enter into a sole source lease agreement for the Internal Revenue Service (IRS) in Philadelphia, Pennsylvania under statutory authority, 41 USC 253(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed contract action is to Lease approximately 862,692 rentable square feet of office and related space and 1200-1600 secured parking spaces at the Historic 30th Street Main Post Office Building located at 2970 Market Street in Philadelphia, Pennsylvania for a term of twenty (20) years firm. Estimated effective date of this action is August 17, 2007. The proposed contract action is for the lease of real property for which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 253(c)(1). The IRS requires approximately 700,000 ANSI/BOMA Office Area Square Feet in a single tenant facility with 1200-1600 secured parking spaces by Summer, 2010. The building must meet all the requirements of a Level IV secured facility and be located within the City of Philadelphia. The rental rate must be within approved prospectus limits for the project. GSA conducted extensive market research and did not find practicable alternatives that would meet the IRS? requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
