- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All offerors must reference Solicitation Number 2PT-07-0006 which is being issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. All prospective contractors are responsible to be familiar with all applicable provisions and clauses cited in this solicitation document. Full text provisions and clauses are available at http://www.arnet.gov/far/. This requirement is being solicited as a Full and Open Competition. REQUIREMENT: The US General Services Administration, Public Building Service, Northeast and Caribbean Region is seeking a qualified and experienced source capable of providing a 100% world wide web based (Internet) accessible subscription to databases that contain various real estate market and financial information. The database subscription will be for one (1) government end user (1 account) for a 12 month period. Unit prices shall be proposed as a monthly fee. At a minimum, the subscription must provide the following: 1. Required geographic coverage: Kings County (Brooklyn), NY; Queens County (Queens), NY; Bronx County, NY; New York County (Manhattan) NY; Westchester County, NY; Nassau County, NY; Suffolk County, NY and Newark, NJ. 2. Searchable database of researched sales comparables for all property types, which must be objective commercial real estate information and data. 3. Searchable database containing comprehensive property details including building location, specific building address class, zoning, available space, asking rents and sales prices, ownership type, vacancy rates, and historical property information. 4. Comprehensive analytical reports that detail vacancy and rental rate trends, sales and loan information (e.g. financing terms, capitalization rates, income and expense), and assessment data for each geographic area listed above. 5. Database subscription must have the capability to allow client to research information that gives valuable analytic insights to specific markets. 6. All documents must be available for immediate viewing online in electronic based PDF or HTML format, must be fully printable, and must provide a licensing arrangement which will permit authorized downloading to hard drive or other electronic storage media. 7. The subscription must include help desk services accessible via online and by telephone. 8. The subscription must also include either a web based online tutorial to educate the user on the subscribed services and databases and/or onsite training and product orientation. The government will award a contract resulting from this RFP to the responsive, responsible offeror whose proposal is determined to be the Best value to the government. Evaluation factors will be (1) Technical Capability ? Offerors must explain their proposed product/service meets the stated government requirement (2) Past Performance/Experience ? Offerors must summarize their experience providing the type of supply/service that is described in the stated government requirement (3) Price. Technical Capability and Past Performance/ Experience when combined are slightly more important when compared to Price 52.212-3, Offeror Representations and Certifications ? Commercial Items 52.212-4, Contract Terms and Conditions ? Commercial Items 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items with the following clauses found in paragraphs (b) and (c) applicable: 52.203-6, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.225-13, 52.232-33, 52.239-1, 52.222-41, 52.222-42, 52.222-44 52.252-2, Clauses Incorporated by Reference EVALUATION CRITERIA: In accordance with 52.212-2, Evaluation-Commercial Items ? Commercial Items, paragraph (b), Offers shall contain the following information: (1) Offers shall be submitted on the organization's letterhead stationery signed by an individual authorized to bind the organization citing the price for a 12 month subscription for one (1) user account. (2) The date and time specified in the solicitation for the receipt of offers. (3) The name, address, telephone number of the offeror (authorized individual). (4) Offerors shall submit proposals that outline the organization's technical capabilities in sufficient detail to evaluate compliance with the stated requirements in the solicitation. Proposals shall respond to the individual Evaluation Factors stated above. Included in the submission, please describe how often databases are updated to reflect current real estate market data in accordance with customary commercial practices. Firms are encouraged to submit all product/service information that is customarily made available to prospective commercial customers. (5) Price ? expressed as a monthly subscription fee. (unit price per month). If the organization has various pricing plans or services packages, please include individual package details and respective prices. (6) Remit to address if different from mail address (7) Completed Representations and Certifications in accordance with the directions given in FAR 52.212-3 (see FAR 52.212-3(k) for those representations and certifications that the offeror shall complete electronically) (8) Acknowledgement of any Amendments if applicable (9) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same of similar items/services and other references (including contract numbers, points of contact with telephone numbers and other relevant information) (10) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject terms and conditions of the solicitation may be excluded from consideration.
