Description
NASA/JSC has a requirement for a Loop Stability Analysis System. NASA/JSC intends to purchase the Loop Stability Analysis System, NI GPIB-USB-HS, Injection Transformer Kit, Clip-On Injection Transformer, 100A Input/Output Impedance Measurement Set, and Calibration Certification from Venable Industries. Venable Inc. is the only company to meet all the requirements stated below. The Low Impact Docking System (LIDS) requires the use of a frequency response analyzer to measure and test the load impedance rating upon the specifications for any new electrical power consuming equipment that enters into the space craft system. To perform this test, JSC must input an AC signal from a frequency analyzer which will be coupled by a transformer to form a normalized base DC input impedance. In order for the transformer to couple the AC signal the current rating requirement of 100 amps must be met. This rating ensures that there will not be a core saturation that will alter the test results. The system must also meet the magnitude limit over the frequency range of 50Hz to 100kHz. The minimum load input impedance is identified to avoid potential stability problems with the electrical power system (EPS) and an electrical power consuming equipment (EPCE) with insufficient input filtering. This system provides a frequency range of .01Hz to 2.2MHz. By meeting the specified frequency range, and possessing a frequency analyzer that can read lower range impedance, JSC can easily identify the impedance level sooner before reaching the bounded 50Hz to 100kHz range. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 3, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
