- NASA/NSSC has a requirement for systems engineering training for the Shuttle Orbiter Project Office and Shuttle Systems Engineering and Integration Office. The training program shall accommodate attendance of 60 technical professionals for three consecutive days. The training shall be conducted on-site at NASA's Johnson Space Center (JSC) in Houston, Texas and the offeror shall be responsible for providing all necessary training materials, textbooks, and course materials. NASA/NSSC intends to purchase these services from the California Institute of Technology, Industrial Relations Center I-90, Pasedena, CA 91125. Pursuant to FAR 13.106, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: (1) Caltech has customized an existing course of study and developed a curriculum tailored to JSC's objectives and needs and NASA Procedural Requirements; (2) Caltech has previously customized Systems Engineering courses for government, aerospace, and government aerospace agencies including the Jet Propulsion Laboratory, National Reconnaissance Office and both spaceflight and research centers at NASA; and (3) Caltech's combination of training expertise, technical ability, and past performance with other government agencies gives it a unique capability to support the training needs of JSC's technical professionals in the Shuttle Orbiter Project and Shuttle Systems Engineering and Integration Offices. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 6, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
