- Description
- The Center for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), Division of Violence Prevention (DVP) in collaboration with National Institutes of Justice (NIJ), and the Department of Defense (DoD) contemplates awarding a cost plus fixed fee contract to implement a population-based survey in all U.S. states and territories to generate national and state-level estimates of the prevalence and incidence of intimate partner violence (IPV) and sexual violence (SV) and to determine the prevalence, characteristics, and consequences of IPV in the military and non-military populations. The project requires the contractor to conduct a population-based survey that will provide accurate and reliable estimates of the incidence and prevalence of IPV and SV and self-directed violence (SDV) at the national level and to the extent possible at state, regional and territory level. The survey, that will assess both victimization and/or perpetration, will provide critical information about IPV and SV victimization and/or prevalence characteristics, circumstances, consequences, and help seeking behavior among English and/or Spanish speaking male and female adults (18 years and older). Special consideration will be given to special populations for inclusion in the sample, specifically 1) all female members of the active duty component of the US Armed Forces (Army, Air Force, Marine Corps and Navy); 2) all female spouses of married male service members; and 3) over-sampling for American Indian and Alaskan Native women. The contractor will work with CDC to incorporate feedback from an expert panel and the results of a pilot survey conducted during January through April 2007. This effort is for a base year of 30 months with 4 options periods of 12 months each. No determination for a set-aside has been made yet. However, the Government will consider responses to this presolicitation notice in making a set-aside determination.
