- The U.S. Environmental Protection Agency (US EPA) has a requirement for contractors to provide general and technical support to EPA's National Performance Audit Program (NPAP), PM 2.5 Federal Reference Method (FRM) Performance Evaluation Program (PEP) of Audits for PM 2.5 samplers, the Clean Air Status and Trends Network (CASTNet) programs, the National Air Toxics Trends Network (NATTS), the Speciation Trends Network (STN), other ambient air sites, and to the Stationary Source Audit Program (SSAP). The contractor shall also provide general and technical support of precursor gas instruments, meteorological instruments, and other measurement platforms deployed at the EPA's Burdens Creek NCore-like monitoring facility. A detailed Statement of Work of this requirement can be found on the EPA website at http://www.epa.gov/oam/rtp_cmd. Any offeror interested in this requirement must demonstrate the firm's ability to successfully perform the requirements of the Statement of Work. The firms should focus on such factors as sound technical approach, sound technical results, choice of subcontractors/consultants, attention to detail, presentation format, effective administrative information gathering techniques, and sharing within the management process; and demonstrate the magnitude and breadth of capabilities/experience of the personnel and subcontractor/consultant resources that your company will employ to accomplish work under this requirement, including detailed resume for all personnel to include: education, employment history, relevant background, experience as related to requirement, percentage of availability for contract, professional level labor category, and specific responsibility rel ated to the requirement. Additionally, interested offerors should demonstrate their capability to ensure deliverable product quality and to plan, develop, implement, manage, and assess the effectiveness of quality control and quality assurance plans and operations. The applicable NAICS Code is 541620 with a size standard of $6.5 million in average annual receipts over the preceding three years. It is anticipated that a cost plus fixed fee/level-of-effort/work assignment type contract will result from the award of this solicitation. The anticipated period of performance is a total of five (5) years, with a base period and four optional periods of 12-months each. The Government anticipates award of a total level-of-effort of 15,000 direct labor hours consisting of 3,000 labor hours for the base and subsequent periods. In addition, the contract will allow for 100,000 optional labor hours. This includes 20,000 for the base year and each subsequent option period. It is anticipated that this full and open competition solicitation will be issued on or around 8/17/07 and that proposals will be due approximately 30 days after issuance. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd/. After obtaining a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Responses to this synopsis must be made in writing. Telephone and fax request will not be honored. All responsible sources may submit a proposal which shall be considered by the Agency.
