- This publication serves as notice of intent to procure services for the Department of Commerce(DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Region, National Marine Fisheries Service located in Long Beach, CA on a sole source basis with Kier Associates in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Under proposed contract, contractor will provide technical support for recovery plan development for ESA-Listed South-Central Coast and Southern California Steelhead Distinct Population Segments (DPSs), including summarizing data for entry into Conservation Action Planning (CAP) Database for use by NOAA Fisheries and its recovery panning collaborators. The CAP workbook was developed by Kier Associates to support threat assessment for the historic 45 populations within southern Oregon/northern California cost (SONCC) coho salmon Evolutionary Significant Unit (ESU). The proposed contract will allow Kier Associates to continue the programming accomplished under a previous contract and prepare and publish all manuals and documentation at earliest practical time. The government intends to negotiate a firm fixed price contract with a period of performance anticipated to be three (3) months, commencing at time of contract award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $50,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
