- This is a solicitation for commercial items to be acquired under FAR Part 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Offerors are responsible for monitoring this site for the release of any amendments or other pertinent information. Solicitation FA8751-07-Q-0351 is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20070531. This procurement is being issued as a small business set-aside under NAICS code 334419 and small business size standard of 500 employees. The contractor shall provide the following items on a firm fixed price basis: Item 1: Digital Radio Test Set Qty: 1 Note: Aeroflex 3920 with Options 1-8 below or equal. Description: 1MHz-1GHz with Standard Analog Duplex. For use in engineering, production, and field service applications. Provides a comprehensive range of general purpose analog measurement facilities as well as digital test options. Standard features include full AM and FM test capabilities; 5 MHz channel spectrum analyzer; dual channel oscilloscope to 4 MHz; full audio analysis for AF level, frequency, SINAD, and distortion measurements; full RF parametric tests for power, frequency error, deviation (FM), and modulation index (AM); 3 high accuracy audio modulators/function generators; 3 high accuracy audio baseband generators; DTMF and DCS generators; FM pre-emphasis and de-emphasis 50 us, 75 us, and 750 us; and color coded pass/fail meter functions for fast test capabilities. Includes the following Options: Option 1: 2.7 GHz Frequency Range Extension Note: Aeroflex 3900-058 or equal Option 2: Autotest II for Analog FM & AM Radio Systems Note: Aeroflex 3900-59 or equal Option 3: Tracking Generator Note: Aeroflex 3900-61 or equal Option 4: P25 IMBE Vocoder Board Note: Aeroflex 3900-216 or equal Option 5: P25 Conventional Parametric Analysis Note: Aeroflex 3900-200 or equal Option 6: Autotest II for P-25 Radio Systems Note: Aeroflex 3600-218 or equal Option 7: Harmonic and Spurious Test including 1 Year Warranty Note: Aeroflex 3900-60 or equal Option 8: Audio Analyzer including 1 Year Warranty Note: Aeroflex 3900-55 or equal Equal products must meet or exceed the capabilities of the items as described and specified herein. Offerors must submit product description and technical specifications in sufficient detail to enable the Government to make a meaningful comparison. The estimated delivery date is 30 days after receipt of award. The place of delivery, acceptance, and FOB destination point is F4HBL1/Transportation Office Depot 2, 148 Electronic Pkwy, Rome NY, 13441-4514. Offerors shall provide at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. If the offeror does not become registered in the CCR database within five days after receiving notification from the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered offeror.
