Description
The Bureau of Indian Affairs intends to award a contract on an other than full and open competition in accordance with FAR 6.302-1(a)(2)(i)(A) and (B) to the University of Nebraska-Lincoln, National Drought Mitigation Center, School of Natural Resources. The contract period of performance will be from 15 August 2007 to 14 August 2008, with two one-year option periods. The purpose of the contract will be to increase exposure of Tribal Governments to drought preparedness planning methodologies with the goal of increasing their ability to plan for, cope with, and recover from the recurring episodes of drought and its impacts on tribal lands. The objectives of this project will be to: 1) Prepare a drought planning framework or set of guidelines for Tribal Governments to follow and adopt to their specific needs given current and future resource constraints and land/water conditions. This framework will incorporate examples and lessons learned from existing tribal drought plans and through discussions with tribal representatives and relevant stakeholders who have been involved in drought planning activities, and 2) organize and conduct drought planning workshops at key locations in drought prone regions to demonstrate, and receive feedback on, the application of the drought planning framework to specific local conditions. These workshops will be conducted in locations such as Albuquerque, New Mexico; Salt Lake City, Utah; Las Vegas, Nevada; Rapid City, South Dakota; and Sacramento, California. There will also be follow-up workshops and training exercises. Part of this action is needed due to the National Drought Policy Commission?s review of tribal drought planning efforts which was conducted thought outreach efforts to tribes. The Intertribal Agriculture Council, Natural Resources Conservation Service, the Bureau of Reclamation, and the National Drought Policy Commission were involved in the case study. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract will be based upon responses to this notice, and is solely at the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. No formal solicitation will be issued.
