- Solicitation N00421-07-T-0184 is issued as a request for quote (RFQ). This action is set aside for small business .The Government intends to purchase on a Firm Fixed Price basis and to solicit and negotiate the proposed purchase order on a full and open competitive basis . The government intends to purchase CLIN 0001 ? 1 Lot ? Replace Carpet and padding for Building 8141. In accordance with Carpet Specifications and Statement of Work: CARPET SPECIFICATIONS Contractor to visit job site and take all measurements to verify quantities and areas involved before bid. Ivan Mella 301-995-8957 at bldg. 8110 NAWCAD, Webster Field will select colors of carpet and base for building before installation. Contractor shall provide and install vinyl base on walls.. Contractor shall provide and install thresholds at doorways. Carpet Specifications are: a. Material: Commercial Grade Loop-Pile Carpet b. Surface Texture: Level Loop c. Pile Fiber: Nylon Filament d. Colors: To be selected by TBD e. Dye Method: Solution Dyed f. Gauge: 1/10 (Minimum) g. Pile Weight: 26 ounces / Per Square yard (Minimum) h. Primary Back: Polypropylene i. Secondary Back: Jute or Woven Synthetic j. Width: 12 Foot Broadloom k. Density: 7,200 (minimum) where: 26 (W) D = Density __________ W = Weight (ounces) D = T T = Thickness (inches) l. Flammability Rating: All carpet shall comply with ASTM-E 648 or UL ? 992: ASTM-E648: Minimum average critical radiant flex of 0.25 watts per square centimeter ASTM-E-662NBS: Smoke rating of 450 or less UL 992: Flame propagation index of less than 4.0 m. The carpet must be colorfast and stain resistant, mold, mildew and insect growth resistant and will not support bacterial growth. n. The carpet yarn (s) shall have a fade resistance factor of approximately 175 to 200 hours. o. The carpet shall be static resistant at the rate of no more than 2.5 KV at 20 percent relative humidity for the life of the carpet. p. The carpet shall have a 10 year standard commercial carpet warranty. STATEMENT OF WORK Contractor is to remove all carpeting, other flooring and materials .Prepare floor for new installation and remove old material from station. All materials shall meet ASTM and Federal Specifications as required. All materials used shall be compatible with each other as recommended by the factory. All material shall be new and stored in a safe, dry, clean, and well-ventilated area to assure that they are not damaged. Contractor shall move furniture and modular furniture as needed. Contractor to furnish all necessary material and labor to install carpet as specified. Contractor shall pick up and deliver all carpeting and materials to the job site. Contractor shall remove all moldings from the perimeter of halls and foyer, reinstall vinyl molding, and shall be responsible for any damages incurred while performing contract. Contractor shall furnish all necessary materials to join and secure carpet to floor, including necessary hardware at entrances and doorways. Carpet shall be installed over new padding. Contractor shall guarantee all workmanship for period of 90 days after payment of contract. Shall have a minimum breaking strength of 100 pounds per inch and shall be capable of with standing all carpet cleaning processes. Carpet seams shall never fall directly over cushion seams. Carpeting shall be installed wall-to-wall in rooms and areas in Building 8141 specified by NAWCAD Webster Field Point of contacts. Installed carpet to be smooth, uniform, and secure, with a minimum of seams. Accurately match patterned goods, fit cutouts such as doorjambs, columns, and ducts neatly and securely. All adhesives shall be waterproof, non-flammable adhesive (system designed to facilitate easy removal of carpet at a later date) as recommended by carpet manufacturer. After installation, remove all debris, moldings scraps, and other foreign matter. Remove any soiled spots or adhesive from the face of the carpet with appropriate spot remover. Vacuum carpet clean. Notify government when ready for final inspection. Scheduling of work: The contractor shall coordinate this contract with the government. The applicable NAICS is 442210, and the small business size standard is 6.5 Million dollars in sales. Anticipated award date is expected to be on August 3, 2007. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is a request for competitive proposals. All proposals received by July 31, 2007 before 4:30 PM Eastern time, will be considered by the government. A determination by the Government to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
