USAID/Kosovo 5. MARKET VALUE: $ 93,063.00 - $ 120,981.00 per annum (GS 15 ? equivalent) 6. PERIOD OF PERFORMANCE: September 2007 - September 2008 7. PLACE OF PERFORMANCE: Pristina, Kosovo 8. POSITION DESCRIPTION: A. Basic Function of the position: The Executive Officer will serve as the principal advisor to the Mission Director and mission staff with full responsibility for providing leadership, advice and staff support in the administrative management functional areas of: management analysis; office services management; budget planning, formulation and control; procurement of commodities, equipment and facilities; property and supply management; personnel management and services; housing; transportation; equipment and maintenance services; and communication resources. The Executive Officer is responsible for ensuring that adequate management and logistical support is provided for all mission administrative and program operations and related contract activities. As Executive Officer for USAID/Kosovo, he/she shall report to the Deputy Mission Director and oversee the delivery of effective administrative and logistical support services for the Mission. The contractor must exercise good judgment, often under times of stress and limited time frames, in making decisions and providing advice on USAID management policies, contracting practices, and human resources concerns. At present, USAID Kosovo is a post where authorized dependents must be at least 21 years of age and if the employee is on a normal two year tour/assignment. This includes a prohibition on any temporary travel to post of dependents under the 21 years of age. Duties and Responsibilities The Executive Officer provides leadership to the USAID administrative and management operations and serves as an advisor to Mission Management in planning and directing the administrative and logistical support required for USAID/Kosovo?s project activities. These duties include but are not limited to: i. Supervise directly certain sections of the Executive Office staff including Human Resources, General Services (maintenance, property, procurement and motor pool), and Communications and Records and Data Management. Serve as the Mission?s Information Systems Security Officer (ISSO) and Unit Security Officer (USO). ii. Develop, interpret and implement all administrative management policies, regulations and proce?dures and maintains a constant awareness of internal control measures. Assure the Mission and its employees are in compliance with administrative management policies. iii. Establish effective working relationships with the business community, other U.S. Government and voluntary agencies, and contractors operating within Kosovo. iv. Assist Strategic Objective Teams in formulation of management policies on program planning, development, imple?mentation and evaluation. Review Mission development assistance projects for their management support require?ments and, in collaboration with appropriate Mission offi?cials and cooperating government representatives, develops manpower and logistical support requirements within budget?ary limitations. v. Budget and Procurement: Take primary re?spon?si?bil?i?ty for the development and implementation of USAID/Kosovo's Operating Expense budget and procurement plan in close association with the Office of Financial Management; approve requi?si?tions for all procurements needs; and provide adminis?trative approval of payment for all OE-funding goods and services acquired under simplified acquisition processes. Clear all procurement documents for appropriate content and consistency with procurement regulations and procedures for the Mission Contracting Officer?s signature. vi. Advise on manpower development, employee relations, and employee services. Participate with U.S. Office Pristina (State Department), and other U.S. agencies in ICASS support to the post, Inter-agency Housing Board (IAHB) and in providing joint personnel and administrative policies and operations. vii. Provide overall direction for the Mission's general servic?es functions which include: leasing and maintenance of hous?ing and office space, warehousing, personal property acquisition, disposal of expendable and non-expendable supplies, procurement and maintenance of automotive and office equipment, negotiation of leases, etc. Occasionally contracts for structural modifications and changes and, as required, the construction of needed facilities including developing plans, specifications, designs, cost estimates, and justifications; and obtaining cooperating government approvals. B. MINIMUM QUALIFICATIONS AND EXPERIENCE: EDUCATION: Completion of University-level education (University Graduate) is required. Formal training in areas of procurement, contracting, property management and general administration are highly desirable. 10 Percent WORK EXPERIENCE: A minimum of ten years (the ideal candidate will have approximately 10 to 15 years) of progressively responsible experience in performing and supervising USG management operations or overseas experience specifically related to administrative management for a large and complicated organization, including property management, procurement, contracting and personnel management is desired. Demonstrated successful experience in the field of management and administration including personnel administration, management analysis and planning, general services and travel, with a demonstrated knowledge of the customs/shipping, commodity purchasing and management, procurement, budgeting, planning and contract management aspects of administrative management operations. In addition, a thorough knowledge of the interagency foreign affairs manuals and USAID's programming, planning, budgeting, contracting and supply management procedures is desired. A thorough knowledge of USG personnel management would be helpful but not required. 50 Percent LANGUAGE PROFICIENCY: Fluent spoken/written English (Level IV) and the ability to compose administrative correspondence and contractual language are required. KNOWLEDGE: A thorough knowledge of U.S. Government regulations and USAID and State Department Regulations governing all areas of administrative management and support operations. Extensive knowledge of procurement expertise is desired. 10 Percent ABILITIES AND SKILLS: Proven managerial experience. Proven ability to lead, train and supervise in a cross-cultural setting. Demonstrated ability to analyze, conceptualize, negotiate, exercise sound judgment, originate ideas, and motivate staff to deliver excellent customer support services required. 30 Percent POSITION ELEMENTS: SUPERVISION RECEIVED: The Executive Officer provides assignments in terms of general guidance, objectives, priorities, and suggestions on timeframe and approach to completing assigned responsibilities. The majority of assignments accrue from normal flow of office functions. Operations and results are reviewed for adequacy, the degree to which desired outcomes are achieved, and through review of written work products. The Contractor is expected to be a self-starter, motivated, and results driven with a proven ability to establish and meet deadlines. AVAILABLE GUIDELINES: USAID Regulation (ADS) on Overseas Support, Procurement, Personnel, the Foreign Affairs Manuals, and Bilateral Agreements. Guidelines may not specifically apply to many situations and will have to be interpreted, requiring considerable judgment. EXERCISE OF JUDGEMENT: USAID relies heavily upon the Contractor for exercise of judgment and advice on operations management for the Mission. Incumbent must be innovative and resourceful to get the job done and achieve results while at the same time assuring compliance with USG regulations and procedures (FAM, AIDAR, ICASS). Within overall guidelines, represents Executive Office in FMFIA Review Committee, also approves Procurement requests for administrative goods and services within the approved Procurement Plan. In the management the procurement office; may make USG commitments after consultations with the Contracting Officer. NATURE, LEVEL AND PURPOSE OF CONTACTS: USAID/Kosovo personnel (both FSN and U.S citizen employees), Officials of the Post (State, DAO, Justice, Treasury, etc), USAID/W, and other USAID Missions, other Agencies, Local Civil Administrative Authorities, private companies, American families, contractors, vendors and suppliers. POST ENTRY TRAINING: None SUPERVISION EXERCISED: Directly supervises General Services Specialist, Travel/Shipping Assistant, Human Resources Specialist, Computer Management Specialist, C&R Supervisor, two Procurement Agents and EXO Secretary. TIME REQUIRED TO PERFORM FULL RANGE OF DUTIES: Three months C. Length of Contract: One year. D. Logistical Support Assignments of U.S. personnel to Kosovo of one year are not authorized dependents on their orders. Household Effects (HHE) shipments are limited to 1500 lbs. An airfreight, unaccompanied air baggage (UAB) is limited to 250 lbs according to current practices. No private owned vehicle (POV) shipments are currently authorized for tours less than two years. Current post danger pay for Pristina is 20%. Current post differential pay is 20% and cost of living allowance is 20%. Please note that all allowances are subject to change. FICA and federal income tax will be withheld by USAID. USAID/Kosovo will provide the contractor with suitable housing and office space and equipment, consistent with post standards and requirements. The Contractor will have post privileges, such as check cashing, medical care, and in-coming and out-going personal mail service in accordance with USOP rules and regulations. E. Period of Service The target start date for this position is September 2007. Within 15 days after written notice from the Contracting Officer that all clearances have been received or, unless another date is specified by the Contracting Officer in writing, the Contractor shall proceed to Pristina to perform the above services. The Contractor?s period of service is one year. 9. OTHER REQUIREMENTS: This position is opened only for U.S. Citizens. The selected candidate must obtain a security clearance (Secret) and all required medical clearances. 10.
