Description
This is a combined synopsis/solicitation for NOAA, National Marine Fisheries Service located in Honolulu, HI to provide Satellite-Linked Data Recorders for Marine Turtle Research 2007. INTRODUCTION ? The Fishery Biology and Stock Assessment Division, Pacific Islands Fisheries Science Center, National Marine Fisheries Service, conducts research on sustainable fishing, including fisheries bycatch reduction, and provides technical assistance to researchers doing similar work in other countries. As such, research on reducing the incidental capture of sea turtles and determining the impacts of fisheries interactions on sea turtle movements and survivorship is a high priority. In an effort to track sea turtles after their release from fishing gear, we intend to purchase satellite telemetry devices that will provide information on the post-release behaviors in order to estimate the effects of fisheries interactions on the population status of threatened and endangered hard-shelled sea turtles that are vulnerable to becoming hooked or entangled in fishing gear. We therefore seek to acquire satellite transmitters that can be mounted on the carapace of sea turtles and that have the capability to record and transmit information on vertical and horizontal movements of turtles after they are released from fishing gear. The following statement of work is for satellite data recorders that will collect and transmit information via satellite on hard-shelled sea turtles after their release from fishing gear. SPECIFIC REQUIREMENTS AND SPECIFICATIONS - The satellite transmitters will be attached to sub-adult hard-shelled sea turtles, most probably loggerhead turtles, so they must be small to minimize the effects of the instruments on the animals. The order will include tags of two types, one (?Tag Type 1?) that transmits horizontal movement data as well as time-at-temperatures profiles. Geolocation data (calculated by Argos as latitude and longitude positions by Doppler shift), and a second type (?Tag Type 2?) that transmits geolocation (similar to Tag Type 1), temperature, as well as depth. Specifications are required both tag types (Tag Types 1 and 2). ? Must weigh less than 250 grams in air, and measure less than 165 mm (L) x 40 mm (W) x 34 mm (H). ? Tags must have the capability of transmitting at 0.5W radiated power. ? Tags must have battery configuration to provide 50,000+ Argos transmissions. ? To extend and control deployment length, tags must: - Include a wet/dry sensor that limits transmissions to when the tag is clear of the water; - Allow user programmable duty-cycling by day or month; - Allow user programmable limit of the total number of transmissions per day; - Allow user programmable limit of transmissions to hours when the satellite is likely to be in view; ? Tags must be potted in resin (preferably clear) to withstand pressure at depths up to 500 m of water. ? Tag Type 1 must provide time at temperature profiles. ? Tag Type 2 must provide, at a minimum, the following types of data messages, selectable by the user: - Dive duration histograms: Number of dives within the specified dive duration ranges; - Maximum dive depth histograms: Number of dives whose maximum depth is within the specified depth ranges; - Time-at-depth histograms: Time spent within the specified depth ranges; Time spent within the specified temperature range; - Percentage timelines: What percentage of the hour the tag was above a user-specified threshold depth, or dry; - 20-minute timelines: Each 24 hour period is divided into 20-minute increments. Each increment is marked with whether it was generally deeper than a configurable depth, or was dry; ? Tag Type 2 must allow programmable collection of data. If possible, depth data should be at 0.5 m resolution. Other data, such as temperature and wet/dry periods, should be summarized and compressed into histograms for transmission through the Argos system. The numbers of bins (up to 14 per histogram), the bin cut-points, the period of coverage (1-24 hours), and the starting time of each histogram must be user programmable. ?All user programming and control of tags (Types 1 and 2) must be provided through included software that runs under the Microsoft Windows XP operating system. At least two sets of cables and other hardware required for programming/controlling the tags must be provided. Windows-based software must be provided for user decoding of the Argos data into an easy-to-read format. DELIVERY SCHEDULE ? Tag Type 1: 10 tags to be delivered on or before 10 December, 2007. Tag Type 2: 6 tags to be delivered on or before 10 December, 2007. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
