Description
The U.S. Army Armament Research Development and Engineering Center (ARDEC), at Picatinny Arsenal, NJ is seeking sources of bleached, baled, class 1 and class 2, cotton linters (aka purified linters) for military grade Nitrocellulose manufacture. Annual requirement will be 300,000 pounds to be delivered in one lot, beginning in CY08 and continuing for the foreseeable future. Bales shall be packed at near 195-pound average weight. Qualification must be immediate, with the first production delivery as soon as 60 days from qualification. The material must be processed and tested in accordance with MIL-C-206A, dated 24 August 1962 with Interim Amendment 2, Notice 1 dated 6 May 1999, and marked in accordance with ASTM D 3951. Three viscosity grades will be required: 11 -- 20; 20 -- 45; and 50 -- 95 seconds (in a 20 cm drop, falling ball test). Moisture content shall be 7.0% maximum, alkali soluble matter shall be 5.0% maximum, ether extractive matter shall be 0.4% maximum, and ash shall be 0.5% maximum. Absorbency shall be 3 seconds maximum. Lime, chlorides, sulfates, and hypochlorites shall be present at trace levels maximum. Workmanship of material shall be free from all foreign matter. The vendor will be responsible for all work/material to inspection and test. It is desirable that a quality system such as ISO 9001, MIL-Q-9858A, MIL-I-45208 or equivalent is in-place at the vendor???s facility, and that the vendor shall have in place Statistical Process Control (SPC) or in the absence of an SPC program; the vendor shall supply evidence demonstrating equivalent process control methods.
