Description
PERFORMANCE WORK STATEMENT Relocation Readiness Army Community Service Rock Island, Illinois ________ CONTENTS Section C-1, General Section C-2, Definitions Section C-3, Government Furnished Property and Services Section C-4, Specific Tasks Section C-5, Applicable Documents SECTION C-1 GENERAL C.1. General: Rock Island Arsenal (RIA) is a small installation comprised of approximately 500 active duty military, 1,400 military family members, and 7,000 civilian employees, located within a 50-mile radius area of RIA. C.1.1. Scope of Work: This performance Work Statement (PWS) pertains to the Newcomer Services, which is a responsibility of Army Community Service (ACS), Rock Island, IL. The Contractor shall furnish all management, personnel, equipment, materials and su pplies, except as specified herein as Government furnished, to manage, operate and administer the Relocation Readiness Program of ACS at RIA. The Contractor shall attend the Relocation Assistance Coordinating Committee (RACC), and provide relocation couns eling to both inbound and outbound transferees, update MILITARY HOMEFRONT regularly, and produce and distribute welcome packets. The Contractor shall develop and conduct overseas orientation briefings, reentry workshops, special workshops or support group sessions, and post-move newcomer orientations and tours. The Contractor will manage the ACS Lending Closet to include check-in, check-out, inventory, and working equipment. The Contractor shall provide services and support to multicultural families with foreign-born spouses to include comprehensive, multilevel language program development, cross-cultural training offered in conjunction with language programs, and cultural mediation services. The Contractor shall provide support services to waiting famil ies residing on post or in the surrounding community who are living separately from the military and civilian sponsor due to mission requirements (unaccompanied tours, extended temporary duty & field training exercises). The Contractor shall provide spons orship support to consist of training for unit sponsorship trainers, training for youth sponsors, and providing MILITARY HOMEFRONT file or welcome packet for sponsor to send before a transferees arrival. Contractor will use the ACS Accreditation Standard s (DA Form 7419) to plan, implement, maintain and evaluate program requirements and meet accreditation standards annually. See Section C-5 for more information on these services. C.1.1.1. Clients eligible for ACS services are active duty and retired military personnel and their families; members of the Reserve and National Guard Components and their families; DA civilians and their family members to the extent determined by the Co mmander, RIA.; widows, widowers, and other next-of-kin of military personnel who were on active duty or retired at time of death; and next-of-kin of prisoner of war or missing in Action (POW/MIA) personnel of all Armed Services. The maximum eligible popul ation is estimated at 15,000. C.1.1.2. Performance of this contract shall be in accordance with (IAW) the standards contained herein see section C-5. C.1.1.3. Location: All work will be performed at the ACS Center located in building 110, 1st floor, east wing,, Rock Island, IL. C.1.1.4. Hours of Operation: The ACS is operational from 0800  1700 (military time) Monday through Friday. The Contractor will be required to perform an estimated minimum of 20 hours per week. The daily hours may vary according to the needs of the cus tomer and program requirements as required in the PWS. Anything outside of the ACS Center hours must be approved by the Contracting Officers Representative (COR). C.1.1.5. Excused Time Off: The Contractor shall be allowed 5 excused work days. The excused time may be taken in segments or all at once, but must be coordinated and approved in advance by the COR. C.1.1.6. Legal Holid ays: Contractor personnel will not be required to perform on the following legal public holidays. New Year's Day First Day of January Martin Luther King Day Third Monday of January Presidents' Day Third Monday of February Memorial Day Last Monday of May Independence Day Fourth Day of July Labor Day First Monday of September Columbus' Day Second Monday of October Veterans' Day Eleventh Day of November Thanksgiving Day Fourth Thursday of November Christmas Day Twenty-fifth Day of December *The Government cannot grant time off to contractors even if there is an executive order signed by the President for a Day off. Therefore, as government employees, we do not have the authority to grant days off to contractor employees providing servic es in our workplace. Each company that we have a contract with needs to determine their own policy with regard to employee work schedules. C.1.1.7. Phase-In Period: The first 30 days of contractor performance shall constitute the Phase-In Period. During this period, the COR will be evaluating performance IAW performance standards to assure a satisfactory level of effort. C.1.1.8. Phase-Out Period: A Phase-Out period of 30 days shall be performed in the event the contract is not renewed or a contract is awarded to a new Contractor. The period will be used for transitioning to a new Contractor, closing files, moving prop erty, and conducting inventories. The Contractor will still be responsible for fulfilling all contractual requirements during this period. Files compliled by the contractor while performing work that is compensated by the government is the property of th e government and shall be transferred to the COR at the end of the Phase-Out period. C.1.2. Personnel: C.1.2.1. Program Coordinator: The Contractor shall provide a program coordinator. This individual shall be responsible for (1) acting as the central point of contact with the Government, (2) maintaining effective working relationships with commander, st aff agencies, and local civilian community health and welfare agencies, and (3) assuring direct services specified in PWS. The Relocation portion of the PWS may be performed by employees of the contractor. C.1.2.2. The Contractor is responsible for providing qualified professional, paraprofessional, managerial, and administrative personnel to accomplish all work required. Personnel should be proficient in Microsoft Office (Power Point, Excel, Word, Publish er, Access), Iris, Intelletrack, and MILITARY HOMEFRONT. C.1.2.3. The Contractor shall, within 10 calendar days after beginning performance of work, provide the Contracting Officer a list of all employees who will perform this contract and in what work assignment. The Contractor shall notify the contracting of ficer in writing of any addition, deletion or change in work assignment within 5 calendar days of such change. C.1.2.4. Off-Duty Government Employees: The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military reservists and National Gu ard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractors ability to perform. Their absence at any time shall not constitute an excuse for non-performance under this contract. C.1.2.5. Conduct: Contractor personnel shall adhere to Standards of Conduct as set forth in DoD 5500.7-R, Joint Ethics Regulation. C.1.3. Administration: C.1.3.1. Correspondence: Government correspondence (e.g. letters, endorsements, disposition forms, messages, reports and office memoranda) shall be prepared by the Contractor IAW, AR 25-50, Preparing and Managing Correspondence. All correspondence shall be submitted within the established suspense dates, and shall be accurate, complete, and submitted to the correct office or person. C.1.3.2. Files: Installation files shall be maintained as specified in PWS. Other files related to the requirements of this contract will be maintained IAW AR 25-400-2, the Modern Army Record Keeping System (MARKS). C.1.3.3. Training: Only Training that is relevent to the service being performed under this PWS will be paid by the Government IAW the Joint Travel Regulations (JTRs). Training must be approved by the COR/Contracting Officer in advance. Availability of training is subject to availibility of funds. _______________________________________________________ SECTION C-2 DEFINITIONS C.2.1. Definitions: C.2.1.1. Advocacy - the act of providing support or assistance to clients who are unable, or unaware; or have been provided inadequate service by another agency. C.2.1.2. Military Community - includes all active duty service members and their family members, retired military personnel and their family members, civilian employees of the military, and others eligible for ACS service. Generally, refers to R.I.A. mil itary community. C.2.1.3. MILITARY HOMEFRONT - MILITARY HOMEFRONT is an internet web site that contains information about U.S. military installations located world-wide. Typical information found in the site describes installation support services, housing, schools, near by cities, medical facilities, shopping, and other subjects of interest to relocating families. Specific tasks to maintain the information about Rock Island Arsenal is included in Section C-5 of this contract. _____________________________________________ SECTION C-3 GOVERNMENT FURNISHED PROPERTY AND SERVICES C.3.1. General: All forms, regulations, and pertinent Army publications necessary to comply with this PWS. Initial supply of these items shall be available on contract start date. Contractor shall be responsible to obtain current and updated forms thro ugh the publication office and establish requirements for replacement. C.3.2. Facilities: The ACS Center, building 110, will provide approximately 40 sq. ft. of space located in the Center's administration area and furnished with office furniture such as desks, chairs, tables, file cabinets, for use during this contract. W hen space and furnishings are not in use by Contractor, they will be available for use by volunteer staff working in this or related program areas. C.3.3. Record/Files: Contractor shall have access to ACS resource files, in performance of these services. C.3.4. Reproduction of Printed Materials: The Contractor shall have access to the ACS copying machine for reproduction of small quantities (20 or less). Contractor shall log number of copies made. Printing of larger quantities, to be accomplished, requi res Contractor to submit a DD Form 843, Requisition for Printing and Binding Service, to the COR for approval and signature. C.3.5. One personal computer will be provided for use with the Newcomer Services and may not be taken from the ACS office. Additional PC needs must be provided by the Contractor. __________________________________________ SECTION C-4 SPECIFIC TASKS C.4.1.MILITARY HOMEFRONT: C.4.1.1. The contractor shall provide ongoing data entry to update relocation data files in MILITARY HOMEFRONT. A. This data is to include information regarding the RIA military and civilian community services. Quad City Area employment sources, schools, medical facilities, recreation, child-care, etc. B. The contractor shall consult with other agencies, organizations, and services as necessary to update programmatic changes, etc. C. The contractor shall forward this information as requested quarterly to headquarters for compilation in the form requested by them. C.4.2. Welcome Packets: C.4.2.1. The above listed data will also be included in Welcome Packets, which will be the responsibility of the contractor to compile as needed. C.4.3. World Wide Library: C.4.3.1. The contractor shall be responsible for maintaining and updating the World-Wide Library file with information regarding OCONUS (overseas) installations. C.4.4. In processing and Out processing: C.4.4.1. In processing and out processing of military and DOD civilian personnel shall be accomplished through the contractor. C.4.4.2. When personnel new to the Rock Island Arsenal checks in with ACS, the contractor shall brief the individual/family on services available at the Rock Island Arsenal and in the general community. Upon request, the individual/family shall be presente d with a Welcome Packet. C.4.4.3. The contractor shall plan, coordinate and execute an installation-wide newcomer orientation and tour. C.4.4.4. The contractor shall plan and provide services for multicultural families as needed. Services included are listed in Army Regulation 608-1, Army Community Service Centers, and Chapter 4-26. C.4.4.5. As personnel out process, the contractor shall be responsible to ensure that there are no outstanding AER loans or Lending Closet loans. Contractor shall initial off on the out processing form and state the status of this situation. C.4.4.6. The contractor shall prepare an overseas orientation for all soldiers departing the installation for overseas assignment. The briefing should provide essential information and guidance on preparing for the move. The briefings will be provided as needed. C.4.4.7. Contractor shall present sponsorship briefings for service members and others as required. C.4.5. Community Awareness: C.4.5.1. The Contractor shall participate in briefings, orientation programs, and related activities designed to disseminate accurate information about newcomer services to units, soldiers and family members. Briefings, orientation programs, and related activities, may be required at other than normal working hours to support the training needs of the Army units being served. These briefings, orientation programs, and related activities, may be held during the evening hours and on Saturdays. The COR wil l notify the Contractor in writing a minimum of 5 workdays in advance for any briefings, orientation programs, or related activities. Briefings and articles must be reviewed and accepted by the COR. C.4.5.2. The RACC meets at least quarterly to ensure coordination and cooperation among the various relocation services on the installation. The committee will develop a comprehensive installation relocation assistance plan that addresses elements and fu nctions of relocation assistance provided by each installation activity; training requirements for all relocation services providers; and an evaluation plan to ensure assistance is accessible, effective and responsive to the needs of the Army family. Membe rs will include, at a minimum, representatives from ACS, housing, transportation, finance, military personnel division, civilian personnel advisory center and the Medical Treatment Facility. C.4.5.3. The Contractor shall develop one article for the ACS Bulletin during a 12-month period, devoted to relocation issues. Date of publication shall be coordinated with COR. C.4.5.4. The Contractor shall provide training to ACS Staff and volunteers to familiarize them with resources and any programmatic changes as they occur. C.4.6. Lending Closet C.4.6.1. The contractor shall be responsible for all aspects of maintaining and organizing the ACS Lending Closet. C.4.6.2. The contractor shall answer telephonic or personal requests for items held in the Lending Closet. C.4.6.3. The contractor shall maintain records of borrowed and returned items and contact those individuals when items are not returned by the due date. Contractor shall maintain a computer file daily and update the Army-wide internet data system on a mo nthly basis. C.4.6.4. The contractor shall maintain an inventory of items in the Lending Closet and ac quire new items as necessary and as budget permits. Contractor shall request these items through the COR. C.4.7. Record Keeping and Data Collection: C.4.7.1. The Contractor shall use a system of record keeping, collecting and organizing data establishing by the Government (Army Community Service), in accordance with Chapter 13, AR 608-1, that meets the needs of both client and the whole community. Th e purpose of record keeping is to measure utilization and effectiveness of the service, facilitate internal administrative planning, identify gaps in service, and support the installation and community, in addition to documenting assistance to soldiers and families. Historical records are located in the Army-wide internet data system and will be available to the successful offeror. C.4.7.2. Data collection at a minimum shall include these elements/information: A. Internally - reporting can enable the Contractor and Army Community Service to monitor activity in terms of volume, type of clients being served, service being used, referral, follow-ups or effectiveness. The information would serve as a tool for plan ning, management and operation of Newcomer Services. B. Externally - reporting can enable the Contractor and Army Community Service to generate a variety of reports on client characteristic, documentation of gaps in service, and the volume of key relocation issues in the community. This information would b e useful to both military and civilian communities to facilitate the analysis needed to support housing and community newcomer? needs. C.4.7.3. The Contractor shall collect data that provides enough information on soldier needs to identify gaps in service, insufficient resources, trends in unmet needs, socio-economic and demographic data, and profiles of soldiers served. C.4.8. Services to Waiting Families C.4.8.1. The Contractor shall provide support services to families residing on post or in the surrounding community who are living separately from the military and civilian sponsor due to mission requirements. Such circumstances include unaccompanied tour s, extended temporary duty and field training exercises. C.4.8.2. The Contractor shall identify and contact these families to provide information on community services, assess the need for services and information, provide crisis intervention services, and act as liaison with military and civilian agencies to ensure provision of required assistance. C.4.8.3. The Contractor shall organize support groups for identified waiting families, as appropriate. Families shall be identified who are departing the installation for a designated location in the United States while the sponsor serves an unaccompan ied tour. An effort shall be made to inform the family of the services available in their destination area. Pre-departure briefings will be provided to address coping with stress factors and the practical aspects of separation and relocation. ___________________________ SECTION C-5 APPLICABLE DOCUMENTS Documents applicable to this P.S. are listed below. Army publications will be furnished at the start of the contract. It is the responsibility of he Contractor to establish follow-on requirements with the Publications Distribution Office. Supplements or amendments to these publications shall be considered to be in full force and effective immediately upon receipt by the Contractor. The contractor is required to completely fill in all the information in the format using the following web address: https://contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; 2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollars paid this reporting period (including sub- contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor, and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each govern ment fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contrac tor's systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site.
