Description
This is a modification to the original synopsis that first appeared on or about 29 Jun 07. The only change is an increase in quantity of the High Glide Canopies by 94 from 145 to 239. The Naval Surface Warfare Center, Panama City, Florida intends to issue a firm fixed price sole source contract to Para-Flite, Inc. of 5800 Magnolia Ave., Pennsauken, NJ 08109 for procurement of 239 each High Glide Canopies (Special Application Parachutes); 1 each Parachutist High Altitude Oxygen System (PHAOS) test console; and 9 each 6-man portable oxygen consoles (OXCON) part number 60540-OX-SYS. This acquisition is not suitable for full and open competition for the following reasons. The items being acquired have undergone extensive testing and qualification under the MARCORSYSCOM Parachuting Authority. Each part has been tested to perform to rigid requirements as specified in Marine Corps Order (MCO) 3500.20A for Marine Corps Parachuting and Diving Policy and Program Administr ation. Only those articles, which have been successfully tested, are qualified. The objective of this process is to verify that the system provides acceptable levels of safety and mission critical support throughout the system specific operating range and reasonable assurance that the mission can be completed. Only this equipment provided by Para-Flite has been successfully tested and qualified by the U.S. Marine Corps.
