Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This procurement is not a small business set-aside; any responsible source may submit an offer. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. This combined synopsis/solicitation, M62613-07-T-0100 will be also available on our website http://www.iwakuni.usmc.mil/NewWebsite/AirStation/airstation.html (go to Contracting Office, and choose Solicitations). 1. The agency need is for: - ITEM 0001: Frequency Monitoring and Locating Equipment, QTY: 0001, Unit of Issue: EA. FOB: Destination. Warranty: minimum one year. Including Training & Installation Package Statement of Work: Vendor shall: Provide ____ day(s) on site installation/training at MCAS Iwakuni, Japan. Utilize training transmitters t o train up to 10 personnel in the use and analysis of the system. Trai nee should be capable of utilizing the system to locate a training transmitter somewhere on MCAS Iwakuni. Assist MCAS Iwakuni personnel in the installation of the equipment in a Government furnished vehicle. Provide basic fault isolation procedures and instruct personnel on how to perform those functions. Provide as built schematic diagrams for installation in electronic and hard copy form. Electronic form should be in Microsoft Visio, PDF, or AutoCAD. Provide technical manuals that will be used to aid technicians in fault isolation. MFR: Homeland Security Strategies, Inc. DELIVERY DATE: Desired Delivery Date of equipment at MCAS Iwakuni, Japan is no later than 60 days after receipt of order. 4. ON-SITE INSTRUCTION: Travel and all Related Expenses: Firm Fixed Price. Location: MCAS Iwa kuni, Japan. All travel shall be in accordance with the latest version of Joint Travel Regulation (JTR) required and submission of lodging and air fare receipts required. Reimbursement will be no greater than what would be authorized to a Federal Civilian Traveler under the DoD JTR, with reimbursement authorized for one traveler only. 5. From the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisitions Regulations Supplement (DFARS), the following provisions and clauses are applicable to this solicitation: FAR 52.204-6, 52.212-2, 52.212-3, 52.212-5, 52.214-21, 52.225-14, 52.252-1, 52.252-2, and DFARS 252.225-7043. (AUG 1999) (a) If an item in this solicitation is identified as ?brand name or equal,? the purchase description reflects the characteristics and level of quality that will satisfy the Government?s n eeds. The salient physical, functional, or performance characteristics that ?equal? products must meet are specified in the solicitation. (b) To be considered for award, offers of ?equal? products, including ?equal? products of the brand name manufacturer, must? (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by? (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate ?equal? products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an ?equal? product, the offeror shall provide the brand name product referenced in the solicitation.
