- Plans and specifications are available at a cost of $75.00 per set (certified check or money order only payable to the Disbursing Officer - cash is not accepted) for the glass block replacement project at the Processing and Distribution Center, 24 Corliss Street, Providence County, Providence, Rhode Island from the Northeast Facilities Service Office, 6 Griffin Road North, Windsor, CT 06006-0300. Fee includes the cost of mailing and is non refundable. Telephone requests will not be honored. Work includes, but is not limited to, providing all material, labor and equipment necessary to complete the removal of existing glass block curtain wall system and replacement with new translucent fiberglass panel system and associated work. Project also involves limited masonry pointing and expansion joint repairs. Award of this project will be made to the firm providing the best value (combination of qualifications and cost proposal). The estimated cost of the work is between $3,000,000.00 and $3,500,000.00 with construction completion no later than 450 calendar days after receipt of the Notice to Proceed. There will be a pre-proposal meeting held on site (24 Corliss Street, Providence, RI, Room 216) on Wednesday, August 15, 2007 beginning at 9:00 a.m. Attendance is not mandatory but is strongly suggested. This is not a formal invitation for bid; therefore, no bid bond or proposal guarantee is required. All offerors are required to submit a completed Construction Qualification Statement along with a Company Health and Safety Plan which will be part of the evaluation process. Prior to award, the successful contractor will be required to submit a project-specific plan acceptable to the USPS Contracting Officer. In accordance with USPS contracting requirements, the successful contractor will be required to submit a small, minority and woman-owned business subcontracting plan before Notice to Proceed will be issued. Please note that the successful contractor is expected to recruit subcontracting proposals from minority and woman-owned businesses as well as small businesses in order for the plan to be accepted. Since construction time will exceed sixty (60) days, the contractor will be bound by Contractor's Screening Requirements.
