Description
The NATO Maintenance and Supply Agency (NAMSA) intends to advertise for International Competitive Bidding (ICB) on works and services in accordance with NAMSA Procurement Regulations 251. Eligible firms will be invited to bid on a contract to provide an Architecture and Engineering (A&E) International Security Assistance Force Headquarters (ISAF HQ) Feasibility Study in Kabul, Afghanistan. NAMSA is serving as the Host Nation for this project. The envisaged bidding method is the sealed bid method. Partial bidding is not authorized. The estimated value of this project is not available at this time. The reference for this project is RFP PEHAFGH0010. The U.S. Department of Commerce will be using as its reference IFIB-ISAF-PEH-AFGH-0010. SCOPE OF PROJECT Based on the expected useful economic life expectancy for the emergency construction containers in the ISAF HQ of 5-7 years, there will be an anticipated requirement to initiate a program for replacement. The proposed Feasibility Study (FS) is expected to provide the necessary economic justifications in order to provide adequate and cost-effective proposals on any future requirement for civil works in the ISAF HQ compound and provide an overall picture of the magnitude of the costs. In general, the companies will be required to do the following: - Provide a baseline of the current situation of all the existing facilities now in use in the ISAF HQ compound, consisting of the function and/or use of each facility, type of construction, year built, the estimated end of economic usefulness of each facility in years, and a schedule and the associated estimated cost of the necessary replacements in-kind of the existing emergency construction facilities in the ISAF HQ. - Provide the estimated cost and the estimated construction schedule to harden all the existing facilities, providing reinforced concrete roofs with skirts and blast walls on all the existing facilities. - Provide the estimated cost and construction schedule to replace the emergency construction standard facilities within the ISAF HQ compound, including hardening to a specified threat. - Evaluate the adequacy of existing construction and buildings, and provide the estimated cost for any remedial measures, if required. - Compare solutions, exploring the advantages and disadvantages of each. The type of information to be distributed to firms to enable them to bid is expected to be NATO UNCLASSIFIED. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. IMPORTANT DEADLINES 1. Deadline for requesting Declaration of Eligibility: 16 August 2007 2. Estimated release date for IFIB: 25 August - 5 September 2007. 3. Estimated bid closing date: TBD. Bidders will be allowed not less than 15 days to reply to the IFIB. The bids to be received in response to the IFIB will be valid for a period of 120 days. 4. Estimated date of award: TBD. 5. Period of performance: TBD. Mobilization of the selected contractor will be required within 15 days of the award. Completion date shall be not later than 60 calendar days after contract award.
