Description
Renewal of Visualyse Annual Maintenance Support Contract Renewal. The Department of Commerce, NOAA, National Weather Service (NWS), Engineering and Acquisition Branch intends to negotiate on sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with the Transfinite Systems Ltd, Green Dragon House, Croydon, Surrey CRO 9XN, United Kingdom to procure annual maintenance and support for the Visualyse software package. The Visualyse software package is a radio communications modeling tool sold as a commercial product without source and design rights. The Visualyse software package is used for simulating both satellite and terrestrial networks and the interactions between them. The NWS Spectrum Manager uses the Visualyse software package to conduct interference analyzes and protect National Weather Service equipment frequencies. The most recent and ongoing Visualyse software package is used to assess the International Mobile Telecommunication industry sharing requests from interfering with NEXRAD WSR-88D weather radar performance. The Visualyse software package is accepted and used by regional and international radio frequency regulators, following International Telecommunication Union (ITU) recommendations, and has been used in many frequency recommendation papers presented at ITU Working Groups, Plenipotentiary Conference, and the World Radiocommunication Conference. The Visualyse software package has been accepted by the ITU as being able to carry out the analysis required to determine the need for coordination between satellite and ground based systems in accordance with ITU-Radiocommunication (ITU-R) Handbook and Publications. ITU-R Handbook and Publications are text which provides a statement of the current knowledge, the present position of studies, or of good operating or technical practice, in certain aspects of radiocommunications, which should be addressed to a radio engineer, system planner or operating official who plans, designs or uses radio services or systems, paying particular attention to the requirements of developing countries. The Visualyse software package meets the recommendations of the ITU-R Handbook and ITU-R Publications; 1) Radiowave propagation - SG03, 2) Fixed-satellite service - SG04, 3) Broadcasting services - SG06, 4) Science Services - SG07, 5) Mobile Radiodetermination, Amateur and Related Satellite Services - SG08, and 6) Fixed Service - SG09. The ITU-R Handbook and ITU-R Publications may be obtained from the ITU at http://www.itu.int/publications/publications.aspx?lang=en&parent=R-HDB&selection=7?or=1 Vendors who believe they can satisfy the Government?s requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation that reflect meeting the aforementioned requirements for ITU compliance. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion.
