Description
***NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Agilent Technologies of Englewood, CO for the purchase of Agilent 5400 AFM microscope option, with vibration isolation chamber. ***Sole Source determination is based on NOAA's requirement for a broadband scanning capacitance microscope with broadband operation up to 8 GHz. The Agilent package shall include, series 5400 AFM/SPM microscope and electronics, AFM/SPM controller, large multi-purpose scanner (with low coherent laser, 90 micron nominal scanning rage), 2 piece nose cone for AAC mode in air, adaptor stage (series 5500 sample plates to series 5400 AFM.SPM), standard sample plate, start up kit AFM, installation and 2 days training. This microscope option is necessary for the developing special high frequency nanoscale metrology, to develop calibration procedures and well characterized artifacts. Agilent is the only vendor that has the capability to integrate Agilent Network Analyzer with high bandwidth signal path to cantilever, this unique option is not guarantied by any other AFM manufacturer. Specifically, no other vendor can meet the NOAA requirement to be compatible with the existing PNA Network Analyzer. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Documentation should include literature, brochures and such other materials, which correspond to the required items stated herein. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
