Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service located in Seattle, WA on a sole source basis with Oregon State University in accordance with the authority of 41 U.S.C. 253 ( c) (1) one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Purpose of proposed contract is for services to assist in laboratory research study of various aspects of live fishing rearing, growth and behavioral investigations including monitoring and maintaining optimal environmental and health conditions for culture of fish and their live food in the laboratory; cleaning and repairing seawater tanks and plumbing systems performing morphometric measurements, video analysis, and behavioral observations on fish larvae, juveniles and adults. Other responsibilities includes assisting in setting up and conducting fish behavior experiments; entering data into computer database and summarizing data using descriptive statistics. The laboratory research will be conducted at the Oregon State University (OSU) Hatfield Marine Science Center in Newport, Oregon. Given the critical relationship to OSU, it is important to maintain organizational cooperation by using university services. The government intends to negotiate a firm fixed price contract with anticipated period of performance of eleven (11) months from date of award. This notice of intent is not a request for competitive quote. However, all price quotes received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
