Description
In accordance with 41 U.S.C. 253(c)(1) and FAR 6.302(1), the Centers for Disease Control and Prevention (CDC) intends to issue a sole-source, firm fixed price contract to the World Health Organization (WHO) in Geneva, Switzerland. The contractor shall support the development of an electronic-learning (e-learning) version of WHO?s TEACH-VIP training materials. TEACH-VIP is a comprehensive injury prevention and control curriculum which addresses a wide range of topics. Covering thirty-four distinct topics in a lesson format, the original version of TEACH-VIP is designed to be delivered face-to-face using a classroom instruction approach which utilizes presentations, lecture notes, and learning exercises. An e-learning version of TEACH-VIP allows for greater dissemination to a wider array of individuals than is currently possible using only a face-to-face training modality. This dissemination will use both the World Wide Web and CD-ROM and will utilize a self-paced approach that allows learners access to the lessons when and where they like without temporal or geographic restrictions. The World Health Organization is the only vendor who can provide an electronic-learning version of TEACH-VIP. TEACH-VIP was developed by WHO in response to requests from Member States and professional groups and thus they are uniquely qualified to develop the web-based version of the curriculum. WHO has experience and expertise in violence and injury prevention. They also have access/ established global partnerships with users of TEACH-VIP. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their abilities to provide the services. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract based upon responses to this notice is solely within discretion on of the government.
