Description
The Centers for Disease Control and Prevention (CDC) intends to award a contract to the United Nations High Commissioner for Refugees (UNHCR). There are unique environmental conditions which exist in refugee or displaced persons camps that make water and sanitation critical issues in maintaining the health of these populations. Many of the leading causes of mortality and morbidity in these populations can be traced to poor sanitation and inadequate water quantity and quality. The purpose of this contract is to help identify the most effective point of use water treatment and sanitation interventions for application in emergency and post emergency settings in camps run by the UNHCR. In helping to achieve this goal the following tasks will be performed: Identify leading interventions, refine existing interventions for use in emergency and post emergency settings, provide laboratory assessment of water borne pathogens, produce training materials for primary interventions, hold a meeting of key stakeholders to identify gaps in service, provide logistics support in the field in at least two emergency affected countries for CDC field teams, produce a final report with summary recommendations It is imperative to utilize UNHCR for this contract. UNHCR has the global mandate under the United Nations for these health topics and these refugee camps. By international law they are the only organization which can do this work. The North American Industry Classification Code is 924110. This notice of intent is not a request for competitive proposals, but all replies received within 15 days of publication will be considered. A determination not to compete based on responses received and to proceed with a noncompetitive award is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
