Description
The National Institutes of Health (NIH), National Institute of Child Health and Human Development (NICHD), has a requirement to procure the services of Dr. Lin-Ching Chang of the Catholic University of America, 620 Michigan Ave. N.E., Washington, DC, 20017. Dr. Chang has worked on rewriting the MRI Diffusion Tensor Methodology Programming software with the aim of releasing it to the scientific community enabling investigators outside the group to process their own data in accordance with our protocol. In order to achieve this goal the contractor shall perform the following tasks: (1) Ensure that external routines which were written in C and Java programming languages will be functioning properly within the NIH DTI Toolkit. (2)Document the software. (3) Properly formatting the software, streamline the current software by removing spurious procedures that are not relevant to the functionality of the program. Dr. Chang has worked in the NICHD laboratory for the past 5 years and helped develop the MRI Diffusion Tensor Methodology Programming Software. Dr. Chang has experience with IDL, multi year experience working in the field of Diffusion Tensor MRI. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIH-NICHD-07-333 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. Request for copies of the RFQ must be in writing to the National Institute of Diabetes and Digestive and Kidney Diseases, 6707 Democracy Boulevard, Two Democracy Plaza, Room 765C, Bethesda, MD 20817 Attention: Tina Robinson or via email: robinsti@mail.nih.gov. FAX quotations must contain offerors name, address, telephone number and fax number. FAX quotations will be accepted if dated and signed by an authorized company representative.
