Description
The National Institutes of Health (NIH), National Institute of Child Health and Human Development (NICHD), has a requirement to procure the services of Lindsay A.Walker of Greenbelt, MD. Magnetic Resonance Imaging (MRI) of the brain will be performed and the imaging findings will be related to the results of standardized neuropsychological tests. This study will enroll approximately 500 children, ranging from infancy to young adulthood, who will be seen at different time points over a six-year period. Within the context of this project a Diffusion Tensor Data Processing Center (DPC) was created in our laboratory. Our role is to process and analyze all diffusion tensor MRI (DT-MRI) data that will be acquired by the various Centers during the course of the study. We will send processed data to the central Data Coordinating Center (DCC) for subsequent inclusion in the pediatric neuroimaging database. This contractor shall perform required tasks related to organizing MRI data, visually inspect image data and output, and assess quality, interact with staff who will be setting up a database for organizing the data locally, use existing software for standardized processing of images, maintain a database for image record keeping and tracking purposes, perform analysis of population data for testing of general neurodevelopmental hypotheses, and compare and contrast ROI based methods for image analysis with other methods that will be developed by investigators and collaborators of the DPC. This contractor must have a publication record in the field of diffusion tensor data analysis in pediatric subjects, proving the ability to develop original strategies for addressing questions arising in assessing brain development and neurodevelopmental disorders. Ms. Walker can successfully accomplish the aforementioned tasks because She has a publication record in the field of Diffusion Tensor Data Analysis in Pediatric Subjects. Her proven ability to develop original strategies for addressing questions arising in assessing brain development and neurodevelopmental disorders is essential to performance of the services requested. In addition, Ms. Walker has experience with PC, Mac and Unix computer platforms and a broad range of computer programs used for image analysis such as SLicer, SPM, MIPAV, AFNI, and NIH_DTI software packages. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIH-NICHD-07-335 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ.
