Description
The Intramural Research Program (IRP), National Institute on Drug Abuse (NIDA), National Institutes of Health (NIH) intends to award a sole source purchase to: MICHAEL B. AMEY, ASSOCIATE DEAN, RESEARCH ADM..John Hopkins University School of Medicine, . 733 N. BROADWAY, SUITE 227, BALTIMORE, MD. 21205-2196.. . The North American Industry Classification System (NAICS) code is 541612 Size standard $6.0. The vendor will provide the following: II. Services to be performed A. Specifically, the selected Contractor will provide residential research inpatient beds to individuals participating in NIDA approved clinical studies. These inpatients beds would be provided on an as-needed basis, dictated by study protocol, to fulfill one or more of the following requirements: 1. Convenience of the individual participating in an early morning study procedure 2. An individual participating in a protocol that required consecutive nights accommodations 3. An individual participating in a protocol requiring clinical monitoring after completion of a study session B. Nursing services will be included as part of the inpatient bed coverage. At times, specialized nursing services may be required for those individuals participating in protocols that require consecutive nights accommodations. Specialized nursing services will include: 1. Administration of research drugs and/or medications as dictated by NIDA approved study procedures 2. Collection, processing and storage of biological specimens. Proper storage container (including refrigeration) will be provided by the Government. Collection of neuropsychological and other forms of behavioral assessments as defined by the research study design. 3. Some NIDA protocols require that participant vital signs be recorded around the clock during the period they are housed on the residential unit. Contractor nursing staff will be required to record this information directly into a Government provide computer terminal equipped with NIDA Clinical Data Warehouse (CDW) software. The Government will provide Contractor staff with training in the use of this software. I. Qualification of the Contractor The vast majority of NIDA study interventions, procedures and study sessions are conducted at the NIDA Intramural Research Program currently located at 5500 Nathan Shock Drive, Baltimore Maryland 21224. Prior to the end of 2007, the NIDA IRP is scheduled to relocate its clinical program to a new facility located at 251 Bayview Boulevard, Baltimore Maryland 21224. Both facilities are located on the Johns Hopkins Bayview Medical Center campus. Due to the needs of the program, the Contractor facility must be in close proximity to the NIDA IRP Clinical Research Program. This proximity should allow NIDA IRP research staff to walk with the research participants to/from the overnight/inpatient facility to the NIDA IRP research facility and afford maximal participant safety and monitoring. It is optimal that the facility allows NIDA IRP contractual research staff to perform limited study interventions or measures to study participants while housed on the in-patient facility. The Contractor shall be able to demonstrate considerable experience in maintaining a residential research unit. Infrastructure and physical plant must be suitable to deliver services in a manner that ensures both comfort and safety of the research participant. Professional staff must have the necessary clinical and regulatory training to work and care for participants on research protocols. Training for physicians and other care providers must be appropriate to care for patients and research control volunteers in clinical protocols. Period Of Performance: September 01,2007 thru February 28,2008 This notice will represent the only official notice. This is a Simplified Acquisition with the estimated value of less than $100,000.00 threshold. This acquisition is being procured under Federal Acquisition Regulation (FAR) part 6.302-1, only one responsible source and no other supplies or services will satisfy this agency requirements. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determine whether to conduct any future competitive procurement.
