- NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT to Carnegie Mellon University, pursuant to the authority of TSA Acquisition Management System (TSAAMS) guidance 3.2.2.4: Single-Source Selection. This contract will be for the following: TSA will sponsor the development of an inherently fun game and to conduct performance testing to ensure the efficacy and value of this game. The game will have the following requirements: 1. The initial Pilot game will be for internal TSA purposes only and will not be released to the public. 2. Functional a. Allows users to identify dangerous items in screening images provided by TSA. Items may include guns, knives, and improvised explosive devices. b. Records and tracks game data in such a manner that it can be used to train machine algorithms for autonomously identifying dangerous items c. Is capable of training screeners to find dangerous items that they may encounter as part of their screening checkpoint duties d. Is capable, of identifying users with the skill-sets and/or attributes that are highly correlated with effective screeners e. Requires almost no training and is self documenting. 3. Technical a. A standard data format for the output of the game that is compatible with the TSA Enterprise Architecture and Service Oriented Architecture. b. Contains a data interface utility based on a commonly accepted API to electronically and automatically receive new images fed to it by authorized government agencies (TSA in this instance) and their databases. 4. Licensing a. Unlimited licenses/seats ? the United States Government as represented by TSA will be the owner of the application, its underlying components, structure, look, and feel. b. TSA will own the data inputs and outputs of the game. c. The contractor will retain intellectual property rights and the right to a research license on the output of the game data. Please see the complete Statement of Work attached to this notification. THIS IS NOT A REQUEST FOR A QUOTATION. However, if an entity has reason to believe that it can provide the exact requirement as stated above, it may submit documentation to demonstrate such capability to include a Rough Order of Magnitude (ROM) for this work. The TSA anticipates an available budget of $300,000.00 for this work. Responses are due via e-mail at robyn.king@dhs.gov no later than 12:00 PM local time (Washington D.C.), Wednesday, August 1, 2007. Responses received after this date/time will be considered untimely, and will not receive evaluation or consideration. Any questions MUST be submitted in writing to the TSA Contract Specialist, via e-mail at robyn.king@dhs.gov, by 12:00 PM local time (Washington D.C.), Tuesday, July 31, 2007. Telephonic inquiries will not be accepted, nor will inquiries received after the specified date/time be responded to. The determination of an entity?s ability to meet the requirements related to this proposed procurement is solely within the discretion of the Government.
