Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. The Request for Quotation number is DTCG89-07-Q-6TG032 and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-26. This acquisition is unrestricted. The NAICS is 334511. The small business sized standard is 750 employees. The contract type will be a firm fixed price purchase order. The Coast Guard requirement is for 3 each. The Government proposes to solicit quotes for the following Backpack wide-area search detector (RADPACK). SCOPE: The RADPACK is a very sensitive backpack sized gamma ray and thermal neutron radiation detector for use in the interdiction and location of nuclear materials. It is specifically designed to be easily used by trained security forces and emergency responders. The RADPACK is designed for operators who need to quickly detect and locate a radiation threat in an unpredictable radiation background. Operators can be trained in proficient use of the instrument in less than one hour. The RADPACK in question is mandated by COMDINST 16600.2A. The RADPACK must consist and meet these specifications: Neutron Detector: Helium-3, 2.5 atmospheres 2.0 inch diameter (5.1 cm) x 14.1 inches long (35.8 cm), 13.0 inch active (33.0 cm), seven tubes, Gamma Detectors: Six Cesium Iodide scintillators 0.5 Inch dia. (1.3 cm) x 1.5 Inches long (3.8 cm), Gamma-ray Low Energy Cutoff: ~45 KeV, Operating Temperature Range: 5-122 degrees F (-15 to 50 degrees C), Alarm type: LCD Single digit, LCD graphical counts vs. time, (one each for neutron and gamma rays) duty cycle based audio tone, Integration Time (Response time): <1 second, Storage Temperature Range: -10 to 122 degrees F (-23 to 50 degrees C), Controls: Software driven menu on a 160 x 160 pixel LCD with rotary encoder input. Display and encoder housed in handheld umbilical control panel, Battery: One 3 volt lithium size 2/3A, ~1 week continuous operation (with minimal use of backlight), Size: 13 inches (33cm) wide x 19 inches (48cm) tall x 11 inches (28 cm) thick, Weight: 13.9 lbs (6.3 kg). NO SUBSTITUTIONS. AWARD: This purchase will be based on the following criteria: Lowest price for Backpack wide-are search detector (RADPACK). No substitutions.
