- The FOB Destination delivery is to US Coast Guard Command and Control Engineering Center (C2CEN) 4000 Coast Guard Blvd, Portsmouth, VA 23703 on or before 4 weeks ARO. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; Proposals are being requested and a written solicitation will NOT be issued. This solicitation is issued as a Request for Quote (RFQ) number HSCG4407SCCS013. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-15. This acquisition is a 100% set-aside for small business. The North American Industry Classification System (NAICS) is 541512 Computer Systems Design Services. The SBA size standard is 23 Million/year. It is the government?s belief that the following hardware as specified will meet current needs in it?s form, fit and function. The manufacturer of the equipment is Buffalo Computer Graphics. This equipment is to integrate into the existing system. IAW FAR 6.302-1 (iii) the USCG intends to purchase on a non-competitive basis with Buffalo Computer Graphics Inc of Blasdell, NY for: Enhanced GUI-AIS Workstation P/N: 01-210937 with custom configuration to include: Dell PowerEdge 1950 1RU Server containing; dual processor configuration, 1 GB memory, Dual NICs, Eight (8) RS232/RS422 Serial Interface ports, Windows XP Professional OS, keyboard and mouse and chassis slides.; Enhanced graphic user interface (GUI2) software for creating and running scenarios; NMEA-0183 software for sensor simulation; AIS simulation software with the following upgrades; allow track designation to be Blue force tracking (BFT) or commercial. BFT Static and Postion messages. Bi-Directional Target of interest messaging; full input/output AES encryption; integration and testing of all software at mfg prior to delivery; installation and operator documentation; phone support during the Coast Guard on-site integration. Commercial Items and 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition. Clauses 52.212-5 Contract Terms and conditions required to implement Statues of Executive Orders-Commercial items, applies to this acquisition and a statement regarding which, if any of the additional FAR clauses cited in the clause are applicable to the acquisition, including the following FAR clauses incorporated by reference 52.225-3 Items (Jan 2005)(1). The government intends to award a contract resulting from this solicitation to the responsible bidder quote conforming to the solicitation which will be most advantageous to the Government, price and other factors considered. The following factors may be used to evaluate offers: price and other factors, e.g. technical, past performance and quality. The procurement is being conducted under simplified acquisition procedures FAR part 13. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc., but must include the following information: (1) the solicitation number; (2) the name address and telephone number of the offeror: (3) a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) terms of any express warranty; (5) unit price, availability, estimated delivery date and any discount terms; (6) ?Remit to? address, if different that mailing address (7) Company Tax Information Number and DUNS Number. The following Homeland Security Acquisition Regulations (HSAR) are incorporated as addend a to this solicitation: HSAR 3052.209-70 Prohibition on Contracts with Corporate Expatriates (DEC 2003); HSAR Clause 3052.211-90 Bar Coding Requirements (Dec 2003); HSAR clause 3052.213-90 Evaluation Factor for Coast Guard Performance of Bar Coding Requirement (DEC 2003).
