Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HSCG27-08-Q- 3ma018 is issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-18. The applicable NAICS number is 238220 and the small business size standard is $13.0M. This is Total Small Business Set Aside procurement. The FOB Destination delivery is to: USCG Sector Delaware Bay, Philadelphia, PA, on or before: 10/1/2007. The USCG ISC Portsmouth has a requirement to purchase: The following is information for services and materials necessary to provide preventive maintenance service (PMS) to the Heating, Ventilation, and Air Conditioning (HVAC) system located at USCG Sector Delaware Bay from the period 01 OCT 07 through 30 SEP 08, and four option years, as per the PR. This shall include the seasonal start-up and shutdown of the Air Conditioning and Heating system at the required prearranged time, cleaning of the boilers and burners along with routine pump maintenance according to the manufacturer?s technical publication, and make routine maintenance adjustments and calibration to the control system. All services performed under the scope of this contract will be conducted between the hours of 0730 and 1500 Monday through Friday. No routine services are to be conducted on Saturdays, Sundays, or Federal holidays, however the contractor will provide emergency response within 24 hours of notification, including Saturdays, Sundays, or Federal holidays at no additional cost. Scope of Work: Services under this contract include the following: 1. Inspect and provide written report of equipment operating condition, to include: a. General condition b. System pressures, and temperatures where applicable c. Notable noises, unusual vibration d. Filters, filter-driers, belts, greases, oils, cleaners and refrigerants e. All interconnecting refrigerant piping f. All capacity, temperature, and safety devices (including thermostats/thermometers and gauges in control panels) which control the equipment, except recording and or portable items. g. ATC damper Linkage, bearings and damper motors for air handling units included in the description of equipment listed. h. Electrical wiring from the starter to the motor, including starter components, except underground conduit and wiring. i. Associated pumps, valves, actuating motors, and controls (does not include the control programmer or multiplexer). j. All insulation on the equipment and refrigeration piping. Services to be conducted Monthly: 1. Inspect and provide written report of the equipment inspected. 2. Check system fluid levels, to include: a. Refrigerant b. Chiller c. Compressor oil d. System water level 3. Check all fan belts, and adjust as necessary 4. Lubricate all rotating machinery, in accordance with manufacturer's instructions, to include: a. Motors b. Fan shafts c. Pumps 5. Clear all condensate drains, as necessary. 6. Clean dirt and debris from chiller condenser coils, and evaporator coils using cleaners that will not harm the building's rubber membrane roof. 7. Clean fan blades (squirrel cages) for the air handling units. 8. Inspect Twenty (20) rooftop powered exhaust fans to include: a. Inspection of belts b. Inspection of operation c. Inspect electrical connections for tightness d. Adjustments 9. Inspect and Test: Low lube oil cut out devices on chiller units. 10. Inspect and Test: High-pressure safety cut outs. 11. Inspect and Test: High limit safety on Boilers. Services to be conducted Semi-Annually 1. Start-up and Shutdown of the Heating and Air Conditioning systems, as per Preventive Maintenance Program. 2. Seasonal checks for Boilers I &2 to include: a. Check fire side for deterioration b. Check for leaks c. Lubricate and check gas valve linkages d. Crease boiler re-circulating pumps P-3 and P-4, check for leaks, and bearing noise e. Test purge timer f. Test flame detector and time delay cut-off g. Test low water cut-off h. Test high temperature cut-off i. Check piping and insulation j. Lubricate combustion blower k. Check operation of heat/cool diverter valves V-3 & V-6 l. Check operation of mixing valves V- 1 & V-2 m. Check operation of differential pressure valve V-DPC set at l6lbs n. Record boiler pressure o. Record boiler temperature p. Record gas pressure q. Check combustion blower for noise r. Adjust air/fuel mixture on exhaust emissions to stay within emission standards 3. Seasonal checks for circulating pumps to include: a. Lubricate b. Record inlet pressure c. January: Routine heating preventive maintenance - Boilers, pumps, and ventilation system - Monthly February: Routine heating preventive maintenance - Boilers, pumps, and ventilation system - Monthly March: Routine heating preventive maintenance - Annual and seasonal air-conditioning start-up. April: Routine air conditioning preventive maintenance - Monthly and seasonal, shut down the boilers, and list maintenance required. May: Routine air conditioning preventive maintenance - Monthly and Seasonal June: Routine air conditioning preventive maintenance - Monthly July: Routine air conditioning preventive maintenance - Monthly.
