- The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, firm-fixed price contract under commercial item acquisition procedures with the University of Maryland Fire and Rescue Institute (MRFI), College Park, MD under RFQ 0034846. This notice will be distributed solely through the General Services Administration Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The University of Maryland is to provide professional OSHA certified training in confined space entry and rescue. Coursework will include OSHA regulations, Air Monitoring, practical and classroom rescue and medical scenarios, and evaluation. In addition to the standard course syllabus, FBI Personnel shall be able to perform practical applications using a combination of FBI supplied equipment to include the EOD-8 and the SRS-5 bomb gear and instructor provided equipment in order to become familiar with both FBI equipment and standard industry equipment. Further, the FBI requires that the training facility be within the Washington, D.C. metropolitan area and course scheduling be coordinated with the FBI. The University of Maryland, Fire and Rescue Institute possesses unique expertise, resources, and capabilities that meet or exceed the OSHA and FBI HDRU requirements for this training. At present no other sources are known that can provide the required level of training while still meeting the additional requirements of proximity to the Washington, D.C. metropolitan area, flexibility in scheduling, and use of government issued equipment in addition to standard industry equipment. Based on extensive market research and contacts made with knowledgeable organizations in the commuting area, it has been determined the FBI?s requirement for these services can only be provided by the University of Maryland. This notice of intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 2:00PM, EDT, Wednesday, August 15, 2007, via email to the attention of Andrea J. Campbell, Management and Program Analyst, at andrea.campbell@ic.fbi.gov. Information received will be solely for the purpose of determining whether to conduct a competitive procurement. This requirement is being conducted on an unrestricted basis. The North American Industrial Classification System Number is 611310 and the size standard is 6.5 million. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Parts 12 and 13.5. The awardee must be registered in the Central Contractor Registration Database (http://www.ccr.gov) and also be registered and have completed the On-Line Representations and Certifications Application (ORCA).
