- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is for Full and Open Competition. The NAICS Code for this synopsis/solicitation is 541710, Size Standard 500 employees. Solicitation/Purchase Request number F2KBAA7180A001 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-18 effective 30 JUN 07. The Government intends to award one contract based on the following contract line item numbers: (CLIN 0001-AA) Senior Research Fellow Services. U/I = Unit. Period of Performance 1 Sep 2007 ? 31 Aug 2008. STATEMENT OF NEED To investigate the different architecture (the unique collection of basic components in a system) needs of different two-dimensional (2D) space apertures. 2D space apertures refers to all types of planar space structures including but not limited to the following: antennas, thin film photovoltaic arrays, reflectors, phased arrays, solar sails, sun shades, and concentrators. Minimum Qualifications: The investigator shall have specific experience in the research of a wide variety of 2D space apertures such as membrane reflectors, solar sails and gossamer spacecraft and be conversant in similar structures occurring in nature. The investigator shall have experience in the development of new membrane structural analysis methods and shall be knowledgeable of ultra-light weight technologies. The results of the investigation are intended to be presented at a conference and published in a journal. To secure a position in this conference and journal, the investigator is required to be an internationally recognized leader in the space structures community and the academic community. The investigator shall have a prior history of publications on space systems, membrane mechanics, and compliant mechanisms. 2 Trips are expected to be performed at the following locations: Kirtland AFB, NM for a Technology Interchange Meeting and Schaumburg, IL For an AIAA SDM Conference. Travel shall be IAW the DoD Joint Travel Regulation FOB: DESTINATION. Inspection and Acceptance: DESTINATION.
