- This solicitation is to obtain Market Research information and by no means obligates the Government. Seeking sources for Space Test Group (SDTG) support services. This prospective solicitation will be the follow-on contract to Space Test and Engineering Contract (STEC). The current STEC ends 30 September 2008 and the incumbent is Northrop Grumman Mission Systems Corporation. The follow-on effort includes a tentative 4-month transition period. The purpose of this announcement is to determine whether to set aside this solicitation for small business. The NAICS code is 541710 and the Size Standard is 1000 employees. All potential sources are encouraged to submit a Statement of Capability (SOC), but only small businesses interested as the prime contract will be evaluated. Foreign firms are advised to contact the Contracting Officer prior to submission. Non-foreign firms must address its foreign involvement to include foreign nationals employed that would be assigned to this effort, their specialty expertise and federal approval (e.g., State Department). If foreign nationals will be used, identify your process to provide cleared personnel. In the SOC, which should not contain more than 26 pages, describe your ability to provide the following integrated services: (a) Describe your ability and indicate your interest in competing as a prime contractor; (b) Describe the core capabilities of your company that apply to this proposed solicitation; (c) Describe the tasks you have performed in support of satellite operations; (d) Describe the types of satellite control networks you have used; (e) Describe the satellite missions you have performed, including complexity, type of mission, orbit type, and length of mission; (f) Describe the types and complexity of missions for which you have developed operations concepts; (g) Describe the tasks you have performed in support of readiness activities; (h) Describe your experience and the role you have played in the creation and execution of test plans; (i) Describe your experience in providing personnel with security clearances to government contracts; (j) Describe your ability to recruit and hire satellite operations personnel; (k) Describe your ability to retain satellite operations personnel; (l) Describe your experience with government contracts; and (m) Describe your ability to contractually and financially perform to a rapid and flexible environment efficiently.
