- (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quotation (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number F1F3B37165A002. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. (iv) This solicitation is set-aside as unrestricted. The North American Industry Classification System (NAICS) code is 423710. (v) Potential offerors are to quote on the following line items: 0001 Purchase and install CISA My Lock, inluding mechanical latch, complete in all parts for its functions. 500 events recordable and 3 DES writer in Bldgs 1422, 1423, 1424, 1425, 1426 and 1427, Aviano Air Base, Italy. (161 locks per building) Total Quantity - 966 EA 0002 Remove existing locks from buildings 1422, 1423, 1424, 1425 and 1427. Total Quantity - 966 EA 0003 Entry Control Point (ECP) portable MY key programmer and reader complete with all cables for main terminal and locks connection, Quantity - 1 EA 0004 Purchase, install and program MY Encoder terminal including set-in. Quantity - 1 EA 0005 Software X-key CS9800 for card-programming from PC and interconnectivity with Validator. Quantity - 1 EA 0006 CISA Smart Validator for Storic and Validator on line. Quantity - 1 EA 0007 SMART cards with no logo (standard), Quantity - 5000 EA 0008 SMART X-key cards with no logo anticlone 3DES (only with validator). Quantity - 1000 EA 0009 Provide training to Aviano Air Base Personnel during the first month of operation. Quantity - 20 hours (vi) Offerors are authorized to quote line items indicated above as an ?or equal.? If an ?or equal? is quoted, the offeror is required to submit the technical specifications along with the offer. (vii) Items will be shipped to the following address: Defense Depot Susquehanna Site East Bldg 2001 (Mission Drive) CCP Doors 135-168 New Cumberland, PA 17070-5001 If items can be shipped in packages not to exceed 70 pounds or 130 inches (length x width), they can be shipped via USPS to the following address: 31 CES/CEHD Unit 6140 APO AE 09604 Offerors must specify in their quote which shipping method will be used. Items will be delivered and accepted at F.o.b. Destination (viii) FAR 52.212-1, Instructions to Offerors--Commercial Items (Sep 2006), applies to this acquisition. No addenda to this provision (ix) FAR 52.212-2, Evaluation--Commercial Items (Jan 1999), applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirement; (2) price; (3) delivery terms. The Government intends to award to one vendor on a all or none basis. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) Offerors must submit, along with their offer, a copy of the completed representations and certifications as prescribed in FAR provision 52.212-3, Offeror Representations and Certifications?Commercial Items (Nov 2006).
