Description: George C. Marshall Center intends to competitively award a firm fixed price non-personal services contract for a Country Study on Afghanistan for the College of International and Security Studies in Garmisch-Partenkirchen, Germany. The scope of wor k for this contract includes the following: (1) a country study on Afghanistan within the methodogical framework of the Research project on From Failing State to Functioning State: Democratic Transformation in War Torn Countries, (2) a detailed research report, (3) the participation in a workshop and (4) the compilation of a final paper aimed at publication. The anticipated contract performance period is 1 September 2007 thru 29 February 2008. A request for quotes (RFQ) will be issued on or around 30 Ju ly 2007. Contractors will have approximately 15 days to respond to the RFQ and award will be made using a best value trade-off process, considering language proficiency (Dari/Afghan Farsi and English), education, experience, past performance and price.
