- This announcement is for the purpose of soliciting contractors interested in submitting a proposal to provide life support services for U.S. military and U.S. Department of Defense civilians assigned to Doha, Qatar and Abu Dhabi, United Arab Emirates . Contract Scope: Life support services include, but may not be limited to, providing fully furnished housing units for single personnel and personnel with dependents, vehicles and mobile phones. Housing units will be required to meet U.S. Embassy reside nt security standards. Additional Requirements: All firms applying shall be licensed to do business in the State of Qatar and the United Arab Emirates or demonstrate the ability to be licensed at contract award and will comply with the laws and regulatio ns of the State of Qatar and the UAE to become licensed. Contracting Procedures: A request for proposals will be issued. The contract will be an indefinite delivery, indefinite quantity type contract. The government anticipates awarding more than one c ontract for the services. The contracts will be known as multiple award task order contracts. Task orders will be issued for the services. The task orders will be competed among the contract holders. When life support services are required, the Government will issue a request for proposal to each of the contractors. The task order request for proposal will contain the scope of the services and the basis for award. Each task order will be awarded on a firm-fixed price basis only. The basis of award for t he indefinite delivery, indefinite quantity contracts and the complete evaluation criteria will be conveyed within the request for proposal. The contracts will have a base period with option periods. Tentative date for issuance of the request for propo sal is 17 August 2007. Tentative date for receipt of proposals is 24 September 2007. Tentative date to award the service contract is 17 October 2007. It is anticipated that the first task order will be awarded with the contracts. Two (2) sets of the sol icitation will be issued on compact disk (CD) to service contractors at no cost. The solicitation will not be provided to plan rooms, subcontractors or suppliers. The solicitation will not be available at any internet site.
