Description
The Northeast Region of the U.S. Fish and Wildlife Service has a requirement for the construction of roadways, parking area, storm water treatment areas, and associated site improvements at the Great Swamp National Wildlife Refuge, in Harding Township, New Jersey, complete and ready for use as shown on Government-provided contract drawings and specifications. This solicitation will use a multi-step technical evaluation/proposal process as outlined in the Federal Acquisition Regulation (FAR), Part 15. The ultimate contract award will be based on a "Best Value Continuum". The Contractor shall furnish plant, labor, equipment, appliances and materials and carry out operations as necessary to accomplish the work, complete and in place. Start date for construction will be in the Spring of 2008. The estimated magnitude for this project is between $500,000 and $1,000,000. The NAICS is 238990 and the small business size is $13 million. This procurement is unrestricted. As part of the first step, which is the technical evaluation process, interested firms shall submit, in writing, their qualifications based on listed requirements below and those determined qualified will be asked to submit a cost proposal (step two) in accordance with FAR 15.203. Interested firms shall present a minimum of three (3) road and/or parking lot projects undertaken utilizing similar trades as those subscribed above, within the last five years. The following information shall be provided for each of these projects: 1) project name; 2) original budget; 3) change orders; 4) summary of work; 5) date of completion; and 6) client name, address and phone number. Qualification factors used for the evaluation of firms shall be: 1) past performance (40%); 2) experience in working similar projects in the eastern area of the U.S. (25%); 3) ability to provide projects on time and within budget (25%); 4) small business subcontracting approach to the project (10%). In order to be eligible for award, all qualified sources asked to submit cost proposals will be required to be registered as an active vendor in the Central Contractor Registration (CCR) database (www.ccr.gov) by the closing date of the solicitation. Prospective contractors must complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the CCR. Firms desiring consideration should submit three (3) copies of their resume (qualifications) and all other appropriate information as described above to: U.S. Fish and Wildlife Service, 300 Westgate Center Drive, Hadley, MA 01035-9589, Attn: Carol Bloem, Contracting Officer, not later than close of business August 16, 2007.
