Description
The United States Geological Survey (USGS) is in need of 1 each, High Resolution ICP-MS designed and configured for analysis of the complete periodic table, nearly all at sub-nanogram per liter concentrations in a wide range of natural materials (e.g., wastewater, drinking water, pharmaceutical water, ground water, surface water, digested biological and geological samples) without spectral interferences. In addition, the instrument will be used to provide high-precision isotopic ratios for all of these sample types. For high-resolution analyses, and isotopic ratio precisions, physical separation for the following isotopes and their interferences must be guaranteed: Isotope Interference 28Si 12C16O, 14N2, 56Fe2+ 29Si 13C16O, 14N16OH 30 Si 14N16O 31P 15N18O, 14N16OH 32S 16O2 44Ca 28Si16O, 12C16O2 45Sc 29Si16O 56Fe 40Ca16O 60Ni 44Ca16O 64Zn 32S32S, 32S1602 66Zn 32S34S, 34S16O2 68Zn 52Cr16O 75As 40Ca35Cl 77Se 40Ca37Cl 151Eu 135Ba16O 154Gd 138Ba16O 156Gd 140Ce16O 195Pt 179Hf16O An adequate sensitivity should be indicated by an off peak background of <0.2 cps at all resolution settings. Specific sensitivity requirement at different resolutions are as follows: Low resolution 115In: > 1.0e6cps/ppb- 238U: > 1.5e6 cps/ppb Medium resolution 115In: > 1.5e5cps/ppb- 238U: > 1.5e5 cps/ppb High resolution 115In: > 1.5e4cps/ppb- 238U: > 2.0e4 cps/ppb The signal to noise ratio should be at least 5000000ppb for 115In and 7500000ppb for 238U. to create sufficient sample throughput, settling times must be indicated by < 1 millsec per mass jump from M/z 65 to 240 in all resolutions. To ensure accurate analyses of different samples with highly variable concentrations, a linear dynamic range of 109 in one analysis with automatic cross calibration between the analog and counting stage of the discrete dynode detector. A mass independent cross calibration factor between analog and counting mode is required. For peak optimization the torch position should be full computer controlled and adjustable in all directions (x,y, and z) To meet this need, the USGS intends to contract with Thermo Electron North America LLC for 1 each ELEMENT2 Mass Spectrometer including standard sample inlet system and computer package on a noncompetitive basis in accordance with (IAW) Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and the procedures of FAR Part 12, entitled "Acquisition of Commercial Items." The USGS is not aware of any other manufacturer currently making equipment that is capable of meeting this need. Other interested concerns having the ability to meet the USGS' requirement may submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quotation (RFQ) 07WRQQ0102 will be made available to Thermo Electron North America LLC, through the Government-wide Point of Entry (GPE) on or about 10 August 2007, IAW FAR 5.102(a)(1).
