Description
This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. The Fleet and Industrial Supply Center (FISC) San Diego, CA intends to award a sole source Firm Fixed Price contract to SPShuey Consulting. The contractor shall utilize Navy compliant software to develop a Web Portal that coordinates with appropriate parties/organizations and propose information systems that use software application s that are currently available to the Navy employees. In conjunction with previous item, the contractor shall develop a financial application tool/system integrating currently disparate information sources, utilizing NMCI compliant software. The Contractor shall gather facts, analyze data, compare alternative approaches and recommend a course of action that will satisfy the required functionality in terms of cost, time, use, and effectiveness. Design, create, populate, update, and maintain information systems that are accessible to remote geographic locations via Internet connect, provide end users with the capability to generate standard reports depicting summary level data and provide capability to execute ad hoc specialized reports depicting more detailed data. All system designs will allow user interface for direct input or interaction with developed system. The contractor shall analyze data and make recommendations to support the Comptroller in the making of decisions which rely (in whole or in part) upon data residing in information systems. Such analyses may take the form of supporting implementation of a proposed policy, determining the effectiveness of a current business process, and evaluating alternative process improvements. SPShuey Consulting is the only source able to provide the services described above. Interested parties may identify their interest and capability to perform by contacting the C ontract Specialist no later than Aug 8, 2006. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The requirement is for a firm fixed price services contract with a period of performance of one year. The applicable NAICS code for this action is 541519 and a size standard of 2,840 employees. The proposed contract action is for commercial services and will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304 (c)(1) with SPShuey Consulting as implemented by FAR 6.302-1.
